【摘要】："全民反恐"戰(zhàn)略的時代內(nèi)涵在于秉持協(xié)作共贏的治理理念,堅(jiān)持依靠人民群眾的工作路線,爭取贏得反恐人民戰(zhàn)爭的正義事業(yè)效果。在當(dāng)前國內(nèi)外反恐斗爭日益嚴(yán)峻的形勢下,從價值上應(yīng)肯定全民參與反恐的必要性和合法性的同時,必須明確其輔助性的功能定位。推進(jìn)"全民反恐"格局的構(gòu)建,應(yīng)進(jìn)一步拓展全民參與的可行空間、提升全民參與的執(zhí)行意愿,并協(xié)調(diào)好全民參與和人權(quán)保障、民族團(tuán)結(jié)等價值與政策的關(guān)系。
[Abstract]:The epoch connotation of the strategy of "counterterrorism for all" lies in adhering to the concept of cooperation and win-win governance, insisting on the working line of the masses of the people, and striving for the just cause effect of winning the people's war on terrorism. Under the situation that the struggle against terrorism is becoming increasingly severe at home and abroad, the necessity and legitimacy of all people's participation in anti-terrorism should be affirmed in terms of value, and its auxiliary function must be clearly defined at the same time. In order to promote the construction of the "universal anti-terrorism" pattern, we should further expand the feasible space for all people's participation, enhance the executive will of the whole people's participation, and coordinate the relationship between the values and policies such as universal participation, human rights protection, national unity, and so on.
