【摘要】：鑒于香港回歸前港英政府時期的功能界別議席制度在香港社會中的獨(dú)特作用,中央政府在回歸后將這一制度改造后保留了下來。香港回歸以來的實踐表明,立法會功能界別議席為香港各界團(tuán)體的利益表達(dá)發(fā)揮了非常積極的作用。不過,香港社會各界對功能界別議席改革的態(tài)度頗有分歧,其焦點(diǎn)是功能界別議席的存廢問題。本文認(rèn)為,今后香港政改必須繼續(xù)保留這一制度,但同時要適時加以改進(jìn)和完善,以適應(yīng)立法會普選的需要。未來功能界別議席的改革走向并不單單取決于其自身,更取決于香港社會特殊的政治生態(tài)背景和一系列復(fù)雜的政治因素。
[Abstract]:In view of the unique role of the functional constituency system in Hong Kong before the reunification, the Central Government has preserved the system after the reunification. The practice since the reunification of Hong Kong shows that the Legislative Council functional constituency seats play a very positive role in expressing the interests of all sectors of the community in Hong Kong. However, there are different views on the reform of functional constituency seats in Hong Kong, focusing on the issue of the retention and abolition of functional constituency seats. This paper holds that Hong Kong's political reform must continue to maintain this system in the future, but at the same time, it should be improved and perfected in time to meet the needs of universal suffrage of the Legislative Council. The future direction of the reform of functional constituency seats depends not only on itself, but also on the special political ecological background of Hong Kong society and a series of complicated political factors.
