【摘要】:自1994年至2015年,我國(guó)公務(wù)員公開考試錄用已連續(xù)招考22次。二十余年,公務(wù)員考錄制度取得了巨大進(jìn)步,但在考錄過程中諸如法律理論研究薄弱,報(bào)名資格限定違憲,考試方法單一,考錄體系缺乏明確法律規(guī)定等問題仍然存在。公務(wù)員考試錄用法律制度是貫徹落實(shí)好《公務(wù)員法》的前提和基礎(chǔ),因此,完善公務(wù)員考試錄用法律制度,使其更趨科學(xué)、民主、合法尤為重要。文章以現(xiàn)行我國(guó)中央和地方各級(jí)公務(wù)員考試錄用中的相關(guān)法律、法規(guī)、政策為研究對(duì)象,結(jié)合實(shí)踐經(jīng)驗(yàn),通過文獻(xiàn)分析、比較分析、個(gè)案分析等研究方法進(jìn)行綜合分析、比較,指出我國(guó)當(dāng)前公務(wù)員考試錄用過程中出現(xiàn)的問題,對(duì)問題的社會(huì)性、文化性、制度性根源進(jìn)行深究、探討,隨后綜合我國(guó)公務(wù)員考試錄用原則,執(zhí)政黨的方針政策以及當(dāng)前我國(guó)社會(huì)經(jīng)濟(jì)文化現(xiàn)狀等各類信息,給以論證完善我國(guó)公務(wù)員考試錄用制度的可行性。文章最后對(duì)二十余年我國(guó)公務(wù)員考試錄用的實(shí)踐經(jīng)驗(yàn)進(jìn)行歸納總結(jié),結(jié)合自身對(duì)公務(wù)員考試錄用法律制度的理論學(xué)習(xí),以實(shí)踐和理論融會(huì)貫通并加以提煉升華,對(duì)完善我國(guó)公務(wù)員考試錄用制度提出可行性、創(chuàng)新性建議。
[Abstract]:From 1994 to 2015, civil servants have been recruited 22 times in a row. More than 20 years, the civil servant examination system has made great progress, but in the examination process, such as weak legal theory research, limited registration qualification unconstitutional, single examination method, lack of clear legal provisions of the examination system still exist. The legal system of examination and employment of civil servants is the premise and foundation of carrying out the Civil servant Law well. Therefore, it is very important to perfect the legal system of examination and employment of civil servants and make it more scientific, democratic and legal. This article takes the relevant laws, regulations and policies in the examination and employment of civil servants at the central and local levels as the research object, and combines the practical experience, through the literature analysis, comparative analysis, case analysis and other research methods to conduct comprehensive analysis and comparison. This paper points out the problems in the process of civil servant examination in our country, probes deeply into the social, cultural and institutional root of the problem, and then synthesizes the principles of civil servant examination in our country. The principles and policies of the ruling party and the current situation of social economy and culture in our country are all kinds of information to demonstrate the feasibility of perfecting the examination and employment system of civil servants in our country. At the end of the article, the author sums up the practical experience of civil servant examination recruitment in China for more than 20 years, combines with his own theoretical study of the civil servant examination employment legal system, and refines and sublimates it through practice and theory. Put forward the feasibility and innovative suggestion to perfect our country civil servant examination employment system.
