【摘要】：立法人才是我國(guó)法治工作隊(duì)伍的重要組成部分。培養(yǎng)地方立法人才是提升地方立法質(zhì)量的重要保障,對(duì)我國(guó)法治事業(yè)的整體推進(jìn)也具有重要意義。當(dāng)前我國(guó)地方人大立法面臨新的任務(wù)和要求,迫切需要完善立法人才培養(yǎng)機(jī)制。針對(duì)地方人大立法參與主體存在的立法理念有待充實(shí)、專(zhuān)業(yè)化程度仍需提高、人員結(jié)構(gòu)不夠合理、第三方參與立法的實(shí)效不佳等問(wèn)題,應(yīng)當(dāng)結(jié)合不同類(lèi)型立法人員的功能和特點(diǎn)進(jìn)行立法人才專(zhuān)業(yè)化培養(yǎng),通過(guò)完善人才培訓(xùn)、人才交流和人才儲(chǔ)備機(jī)制,建立健全配套保障機(jī)制和監(jiān)督制約機(jī)制,從整體上壯大地方人大立法隊(duì)伍。
[Abstract]:Legislative talent is an important part of our country's rule of law work team. The cultivation of local legislative talents is an important guarantee to improve the quality of local legislation, and is also of great significance to the overall advancement of the cause of rule of law in our country. At present, the legislation of local people's Congress is faced with new tasks and demands, and it is urgent to perfect the training mechanism of legislative talents. In view of the problems such as the legislative idea of the local people's Congress's legislative participation subject needs to be enriched, the degree of specialization still needs to be improved, the personnel structure is not reasonable, the effectiveness of the third party's participation in the legislation is not good, etc. We should combine the functions and characteristics of different types of legislators in the specialized cultivation of legislative talents, and establish and improve the supporting safeguard mechanism and supervision and restriction mechanism through perfecting the mechanism of talent training, talent exchange and talent reserve. As a whole, the legislature of the local people's Congress will be strengthened.
