【摘要】：特種設(shè)備與社會發(fā)展密切相關(guān)，它涉及到國民經(jīng)濟、人民生活的各個領(lǐng)域和方方面面。眾所周知，特種設(shè)備在使用過程中具有特定的危險性，安全與否關(guān)系到人民群眾生命財產(chǎn)安全，關(guān)系到經(jīng)濟社會發(fā)展安全和穩(wěn)定。近年來，隨著陽江市經(jīng)濟社會的快速發(fā)展，該市特種設(shè)備數(shù)量也隨著快速增長，從2004年的1001臺迅速增長到現(xiàn)在6773臺。特種設(shè)備數(shù)量的快速增長以及企業(yè)在使用管理過程中不規(guī)范，不斷顯現(xiàn)的新問題新矛盾，給安全監(jiān)察部門帶來了很大的壓力。如何高效地對全市特種設(shè)備實施安全監(jiān)察，保障特種設(shè)備使用安全，成為陽江市特種設(shè)備安全監(jiān)察部門必須認(rèn)真思考的新課題。 本文以陽江地區(qū)特種設(shè)備安全監(jiān)察現(xiàn)狀為研究對象，分析總結(jié)了目前陽江市特種設(shè)備安全監(jiān)察措施和取得的成效，指出了陽江市特種安全設(shè)備監(jiān)察存在安全監(jiān)察機構(gòu)建設(shè)滯后、安全監(jiān)察工作不到位、檢驗機構(gòu)建設(shè)和企業(yè)安全主體責(zé)任未落實等方面問題，，并對這些問題的原因進行了深入分析。 本文運用文獻分析法、訪談法、比較研究法，總結(jié)和借鑒國內(nèi)外安全監(jiān)察的主要管理環(huán)節(jié)和安全監(jiān)察手段，借鑒國內(nèi)其他省市的經(jīng)驗做法和專家學(xué)者在特種設(shè)備安全監(jiān)察領(lǐng)域的研究成果，結(jié)合陽江地區(qū)特種設(shè)備安全監(jiān)察現(xiàn)狀，從四個方面提出了對策：一是從加強隊伍建設(shè)、加大經(jīng)費投入、建立政府推動的安全監(jiān)管長效機制和完善考核制度方面來加強特種設(shè)備安全監(jiān)察機構(gòu)建設(shè)；二是實施特種設(shè)備使用單位分級分類監(jiān)管、加強完善特種設(shè)備監(jiān)察系統(tǒng)信息化建設(shè)、提高行政許可效能和鼓勵社會群眾參與監(jiān)督，完善和創(chuàng)新安全監(jiān)察措施；三是從提高檢驗?zāi)芰�、提高安全檢測技術(shù)來加強檢驗機構(gòu)建設(shè)；四是通過加強宣傳引導(dǎo)、加強特種設(shè)備安全執(zhí)法促進企業(yè)落實安全主體責(zé)任。從而提高陽江市特種設(shè)備安全監(jiān)察成效，保障陽江市特種設(shè)備安全運行。
[Abstract]:Special equipment is closely related to social development. It involves all fields and aspects of national economy and people's life. As we all know, the special equipment has special danger in the process of use, whether it is safe or not is related to the safety of people's life and property, and to the security and stability of economic and social development. In recent years, with the rapid development of economy and society in Yangjiang City, the number of special equipment in Yangjiang City has also increased rapidly, from 1001 in 2004 to 6773 now. The rapid growth of the number of special equipment and the non-standard operation and management process of enterprises, the new problems and new contradictions appear constantly, which bring great pressure to the safety supervision department. How to carry out safety supervision and ensure the safety of special equipment in Yangjiang City has become a new subject that must be seriously considered by Yangjiang special equipment safety supervision department. Taking the present situation of safety supervision of special equipment in Yangjiang area as the research object, this paper analyzes and summarizes the safety supervision measures and achievements of special equipment in Yangjiang city, and points out that the construction of safety supervision organization in Yangjiang special safety equipment supervision is lagging behind. The safety supervision work is not in place, the construction of inspection organization and the responsibility of enterprise safety subject are not carried out, and the causes of these problems are analyzed in depth. This article uses the literature analysis method, the interview method, the comparative research method, summarizes and draws lessons from the domestic and foreign safety supervision main management link and the safety supervision method, Referring to the experiences and practices of other provinces and cities in China and the research results of experts and scholars in the field of safety supervision of special equipment, combined with the present situation of safety supervision of special equipment in Yangjiang area, the countermeasures are put forward from four aspects: first, to strengthen the team construction, To strengthen the construction of safety supervision institutions for special equipment by increasing the expenditure, establishing a long-term mechanism of safety supervision promoted by the government and perfecting the examination system; second, to implement the classified supervision and control of the units using special equipment at different levels. Strengthen and improve the information construction of special equipment supervision system, improve the efficiency of administrative license and encourage the public to participate in supervision, perfect and innovate the safety supervision measures; third, improve the inspection ability, Fourth, strengthen the propaganda and guidance, strengthen the safety law enforcement of special equipment to promote enterprises to implement the main responsibility of safety. So as to improve the safety supervision of special equipment in Yangjiang, ensure the safe operation of special equipment in Yangjiang.
