【摘要】：土地制度改革是供給側結構性改革的重要方面,推動農(nóng)村承包土地經(jīng)營權抵押貸款是當前土地制度改革的內容之一。承包土地經(jīng)營權抵押貸款不僅可以深化改革現(xiàn)行的農(nóng)村土地制度,也是緩解農(nóng)村資金短缺的有效舉措。20世紀70年代以來,經(jīng)濟學界對發(fā)展中國家農(nóng)村資金短缺的現(xiàn)象進行了深入研究,并指出抵押品不足阻礙了正規(guī)金融機構向農(nóng)村貸款,而確權農(nóng)村土地使之可抵押是解決對策。本文對農(nóng)村金融市場的特征及開展農(nóng)地抵押貸款的必要性進行了論述,對1936年中國農(nóng)民銀行的土地抵押貸款、1942年中國農(nóng)民銀行土地金融業(yè)務、2016年《農(nóng)村承包土地的經(jīng)營權抵押貸款試點暫行辦法》進行比較,結合中國現(xiàn)行土地制度給出了促進農(nóng)地抵押貸款實施的建議。
[Abstract]:Land system reform is an important aspect of supply-side structural reform. The mortgage loan of contracted land management right can not only deepen the reform of the current rural land system, but also be an effective measure to alleviate the shortage of rural funds since the 1970s. The phenomenon of shortage of rural capital in developing countries has been deeply studied in the field of economics, and it is pointed out that the lack of collateral hinders the formal financial institutions from lending to rural areas, and the solution is to guarantee the right of rural land so that it can be mortgaged. This paper discusses the characteristics of rural financial market and the necessity of developing agricultural land mortgage loan. This paper compares the Land Mortgage loan of the Farmers Bank of China in 1936, the Land Finance Business of the Peasant Bank of China in 1942, and the interim measures on Mortgage loan of the Management right of Rural contracted Land in 2016, Combined with the current land system in China, the paper gives some suggestions to promote the implementation of agricultural land mortgage loan.
