【摘要】：阿富汗由于自身特殊的地理區(qū)位和多年戰(zhàn)亂,其生態(tài)環(huán)境持續(xù)惡化。在目前的重建中,阿富汗雖制定了較先進(jìn)的《環(huán)境法》,但由于政治局勢的不穩(wěn)定和法律自身存在的一些缺陷,沒有取得預(yù)期的效果,因此難民仍在不間斷地遷徙。同時(shí),由于生態(tài)環(huán)境的制約,政府也很難將難民轉(zhuǎn)換為有效的人力資源,在重建中沒能發(fā)揮出應(yīng)有的作用。因此,阿富汗重建中要高度重視生態(tài)環(huán)境保護(hù),將生態(tài)環(huán)境保護(hù)、難民安置、經(jīng)濟(jì)社會(huì)持續(xù)發(fā)展問題結(jié)合在一起,才能取得良好的效果。
[Abstract]:Afghanistan's ecological environment continues to deteriorate due to its special geographical location and years of war.In the current reconstruction process, Afghanistan has developed a more advanced "Environmental Law", but because of the instability of the political situation and the shortcomings of the law itself, it has not achieved the desired results, so the refugees are still moving continuously.At the same time, due to the restriction of ecological environment, it is difficult for the government to convert refugees into effective human resources.Therefore, in the reconstruction of Afghanistan, we should attach great importance to the protection of the ecological environment and combine ecological environmental protection, refugee resettlement and sustainable economic and social development in order to achieve good results.
