【摘要】：美國有非常發(fā)達(dá)的私人安保業(yè),進(jìn)入新世紀(jì)以來,隨著全球風(fēng)險(xiǎn)社會(huì)的降臨,私人安保的內(nèi)涵也得到了不同程度的擴(kuò)展。目前有外包和內(nèi)保兩種私人安保服務(wù)類型,其總體規(guī)模與警察相當(dāng),其從業(yè)也出現(xiàn)了非常明顯的警察化傾向。在我國當(dāng)下國家治理的現(xiàn)代化進(jìn)程中,美國私人安保業(yè)的法制規(guī)范和從業(yè)經(jīng)驗(yàn),對(duì)于我國安保業(yè)的培育和轉(zhuǎn)型是一個(gè)極好的參考,有助于安保服務(wù)業(yè)理念的全新轉(zhuǎn)變、服務(wù)類型的極大拓展、公私警察關(guān)系的重新型構(gòu)和服務(wù)品質(zhì)的法制保障。
[Abstract]:The United States has a very developed private security industry. Since the beginning of the new century, with the advent of a global risk society, the connotation of private security has also been expanded to varying degrees. At present, there are two types of private security services: outsourcing and internal security. Its overall scale is comparable to that of the police, and its practice has also shown a very obvious tendency to police. In the process of modernizing our country's current state governance, the legal system and professional experience of the private security industry in the United States, It is an excellent reference for the cultivation and transformation of the security industry in our country. It is helpful to the new change of the concept of security service industry, the great expansion of the service type, the re-construction of the public-private police relationship and the legal guarantee of the service quality.
