【摘要】：飼料是畜牧產(chǎn)業(yè)發(fā)展的基礎(chǔ)。近些年來,隨著畜牧業(yè)的蓬勃發(fā)展,飼料產(chǎn)業(yè)也日漸興盛。作為畜牧業(yè)的主要附屬產(chǎn)業(yè),飼料法的立法和其安全體系的建立與完善在我國被當(dāng)做是一件重大的戰(zhàn)略性任務(wù),是完善飼料質(zhì)量監(jiān)督管理,保證飼料安全的關(guān)鍵。本文介紹了我國飼料法律體系的現(xiàn)狀和結(jié)構(gòu)組成,審視了現(xiàn)有飼料法律法規(guī)體系中阻礙飼料產(chǎn)業(yè)發(fā)展的主要問題,并借鑒和分析歐美現(xiàn)有的飼料法律法規(guī)體系,對(duì)我國現(xiàn)有飼料立法與管理給出了相應(yīng)的建議,希望通過了解國外較為完善的相關(guān)體系法規(guī),以此共勉。
[Abstract]:Feed is the basis for the development of animal husbandry industry. In recent years, with the vigorous development of animal husbandry, feed industry has become increasingly prosperous. As the main subsidiary industry of animal husbandry, The legislation of feed law and the establishment and improvement of its safety system are regarded as a major strategic task in our country, which is to improve the supervision and management of feed quality. This paper introduces the present situation and structure of feed law system in China, and examines the main problems that hinder the development of feed industry in the current forage law and regulation system. Based on the reference and analysis of the existing fodder laws and regulations in Europe and the United States, the author gives some suggestions on the legislation and management of fodder in our country, hoping to understand the relative laws and regulations in foreign countries, so as to encourage each other.
