【摘要】：公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)是公安工作的核心和根本,但執(zhí)法不公正、不文明、不規(guī)范嚴(yán)重影響公安隊(duì)伍執(zhí)法質(zhì)量和執(zhí)法效率。這一問(wèn)題不僅關(guān)系到社會(huì)的穩(wěn)定及和諧秩序的構(gòu)建,而且激化了警民關(guān)系,更為重要的嚴(yán)重?fù)p害公安隊(duì)伍戰(zhàn)斗力和隊(duì)伍形象。 公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)是公安部提出的“三項(xiàng)建設(shè)”中最核心、最關(guān)鍵的環(huán)節(jié),更是具有基礎(chǔ)性、綜合性和全面性的。執(zhí)法規(guī)范化建設(shè)涉及整個(gè)公安隊(duì)伍,是一項(xiàng)長(zhǎng)期的系統(tǒng)工程,需要各警種以及相關(guān)職能部門(mén)的通力配合。自2008年9月提出執(zhí)法規(guī)范化建設(shè)以來(lái),公安機(jī)關(guān)相繼出臺(tái)了一系列法律、法規(guī)規(guī)范執(zhí)法行為,取得了顯著的效果。本文以沈陽(yáng)市為視角,從公共管理的角度出發(fā),對(duì)如何針對(duì)公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)這一問(wèn)題進(jìn)行了系統(tǒng)分析,把沈陽(yáng)市公安機(jī)關(guān)作為目標(biāo)群體,把改進(jìn)完善沈陽(yáng)市公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)工作作為本論文的研究目標(biāo)。通過(guò)對(duì)依法治國(guó)、公安四項(xiàng)建設(shè),公安工作模式的學(xué)習(xí),論述了沈陽(yáng)市公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)的現(xiàn)狀,并分析其當(dāng)前存在的問(wèn)題,借鑒國(guó)外發(fā)達(dá)國(guó)家和國(guó)內(nèi)先進(jìn)省市公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)的長(zhǎng)處,為更好的完善沈陽(yáng)市公安機(jī)關(guān)執(zhí)法規(guī)范化建設(shè)提出了本人針對(duì)該問(wèn)題做出的建議和思考。
[Abstract]:The standardization of law enforcement by public security organs is the core and fundamental of public security work, but the law enforcement is unfair and uncivilized. This problem is not only related to the construction of social stability and harmonious order, but also intensifies the relationship between the police and the people, which seriously damages the fighting capacity and the image of the police team. The construction of law enforcement standardization of public security organs is the core and the most critical link in the "three constructions" proposed by the Ministry of Public Security. It is even more fundamental, comprehensive and comprehensive. The standardization construction of law enforcement involves the entire public security contingent. It is a long-term systematic project that requires the cooperation of all police departments and relevant functional departments. Since September 2008, when the standardization of law enforcement was put forward, the public security organs have issued a series of laws and regulations to regulate the enforcement of law. From the perspective of public administration, this paper makes a systematic analysis on how to standardize the law enforcement of public security organs, taking Shenyang public security organ as the target group. It is the research goal of this paper to improve and perfect the standardization construction of law enforcement of public security organs in Shenyang. Through the study of governing the country according to law, the four constructions of public security, and the mode of public security work, This paper discusses the present situation of the standardization construction of the law enforcement of public security organs in Shenyang, and analyzes the existing problems, and draws lessons from the advantages of the standardization construction of the law enforcement of the public security organs in developed countries and advanced provinces and cities in China. In order to perfect the standardization construction of law enforcement of public security organs in Shenyang, the author puts forward some suggestions and thoughts on this problem.
