【摘要】：民國(guó)時(shí)期處于中國(guó)社會(huì)的大變革時(shí)期，戰(zhàn)火紛繁，政局變幻，國(guó)力羸弱。在這樣復(fù)雜的條件下，中國(guó)圖書(shū)館事業(yè)卻發(fā)展迅速，可以說(shuō)與民國(guó)時(shí)期頒布的各項(xiàng)圖書(shū)館法規(guī)不無(wú)密切關(guān)系。本文希望系統(tǒng)梳理民國(guó)時(shí)期制定的一系列圖書(shū)館法規(guī)的具體內(nèi)容，在敘述事實(shí)基礎(chǔ)上，，從業(yè)務(wù)管理理念和行政管理理念兩方面進(jìn)行分析，進(jìn)行抽象概括、總結(jié)民國(guó)時(shí)期圖書(shū)館法規(guī)的發(fā)展規(guī)律，并給予客觀地評(píng)價(jià)。從而揭示在特定時(shí)代背景下，圖書(shū)館法規(guī)在董事會(huì)制度、人事任免制度、館務(wù)活動(dòng)及經(jīng)費(fèi)分配制度等方面所做的努力和不足，以及圖書(shū)館法規(guī)在藏書(shū)建設(shè)、業(yè)務(wù)組織、平等服務(wù)和社會(huì)教育幾方面的真正內(nèi)涵。并為當(dāng)前圖書(shū)館立法、執(zhí)法實(shí)踐中出現(xiàn)的諸多問(wèn)題，尋找歷史根源，來(lái)豐富和完善近代圖書(shū)館學(xué)的內(nèi)容，促進(jìn)圖書(shū)館事業(yè)的發(fā)展。期望給今天的圖書(shū)館立法帶來(lái)有益啟示。
[Abstract]:The period of the Republic of China was a period of great change in Chinese society. The war was numerous, the political situation was changing and the national strength was weak. Under such complicated conditions, China's library industry was developing rapidly. It can be said that the library laws and regulations promulgated during the Republic of China are closely related. This paper hopes to systematically comb the specific contents of a series of library laws and regulations formulated during the Republic of China period, and on the basis of describing the facts, This paper analyzes the concept of business management and administrative management, sums up the rules of the development of library laws and regulations during the period of the Republic of China, and gives an objective evaluation. The efforts and deficiencies of library regulations in the aspects of board of directors, appointment and removal of personnel, library activities and distribution of funds, as well as library laws and regulations in book collection construction, business organization, etc. The real connotation of equal service and social education. In order to enrich and perfect the contents of modern library science, we should look for the historical roots for the problems in the current library legislation and law enforcement practice. To promote the development of library cause. Expect to bring beneficial enlightenment to today's library legislation.
