【摘要】：廣東作為我國改革開放的前沿陣地，經濟發(fā)展迅速，各地方經濟活躍；而廣東在醫(yī)療改革上的步伐和步幅均居全國中下游水平。這種矛盾，造成廣東的醫(yī)患關系比全國其他省份更加緊張。在廣東省的各級醫(yī)院中，因醫(yī)療投入不均衡等原因，基層醫(yī)院醫(yī)患關系的緊張程度又比大醫(yī)院劇烈。本畢業(yè)論文通過查找、分析廣東省基層醫(yī)院醫(yī)患關系緊張的原因，探討其形成根源，結合我國大醫(yī)院及先進地區(qū)處理緊張醫(yī)患關系的辦法，總結了改善廣東省基層醫(yī)院緊張醫(yī)患關系的措施�！稄V東省醫(yī)療糾紛預防與處理辦法》已于2013年6月1日起施行，筆者針對該“辦法”，進一步提出改善基層醫(yī)院醫(yī)患關系緊張的對策。 本文共分五個部分。 第一部分是基本概念界定，包括基層醫(yī)院的含義、特點和重要意義；醫(yī)患關系的含義、特點和影響因素；以及廣東省醫(yī)療衛(wèi)生事業(yè)概述和基層醫(yī)院的特點。在本章，筆者分別就基層醫(yī)院和醫(yī)患關系方面的一些概念作了解釋，并簡要介紹了廣東省醫(yī)療衛(wèi)生狀況及廣東省基層醫(yī)院的特點。 第二部分筆者對廣東省醫(yī)療衛(wèi)生事業(yè)作了概述，，并總結了廣東省基層醫(yī)院有別于全國其它地方的特點。 第三部分主要描述廣東省基層醫(yī)院醫(yī)患關系緊張的表現(xiàn)。在這部分，筆者通過實例，分析廣東作為我國改革開放的前沿陣地，經濟相對發(fā)達，所不相配的是在醫(yī)療改革上的步伐和步幅均居全國中下游水平。這種不對稱，造成廣東的醫(yī)患關系比全國其他省份更加緊張，此情況，尤以基層醫(yī)療機構為甚。 第四部分是本文的重點內容之一，筆者查找造成廣東省基層醫(yī)院醫(yī)患關系緊張的原因。在這里，筆者認為“1、政府對醫(yī)療投入不足；2、醫(yī)院和醫(yī)生在很大程度上側重追求經濟效益；3、患方對醫(yī)學的認知不足和對防治疾病的期望值不斷提高；4、社會輿論導向造成對醫(yī)院的偏見，及職業(yè)醫(yī)鬧的出現(xiàn)�！笔悄壳皬V東省基層醫(yī)院醫(yī)患關系緊張的主要原因。 第五部分也是本文的重點內容之一，在這里，筆者論述目前醫(yī)患糾紛解決的四條途徑：一是醫(yī)患自行協(xié)商；二是由第三方進行調解；三是行政解決；四是司法裁決。繼而，筆者提出改善廣東省基層醫(yī)院醫(yī)患關系緊張的對策。筆者指出“1、基層醫(yī)院要加強自身建設，提高醫(yī)療質量和服務水平；2、加大政府和社會對醫(yī)療衛(wèi)生事業(yè)的投入；3、依法緩解醫(yī)患關系的緊張局面；4、充分發(fā)揮醫(yī)調委在緩解醫(yī)患關系中的作用�！笔菑V東省目前緩解基層醫(yī)院緊張醫(yī)患關系的良好對策。
[Abstract]:Guangdong, as the front line of China's reform and opening up, has witnessed rapid economic development and active economy in various localities. However, Guangdong's pace and pace of medical reform are at the level of the middle and lower reaches of the country. The relationship between doctors and patients in Guangdong is more tense than in other provinces of the country. In hospitals at all levels in Guangdong Province, because of the imbalance in medical investment, the tension between doctors and patients in grass-roots hospitals is more intense than that in large hospitals. This paper analyzes on the causes of the tension between doctors and patients in the primary hospitals of Guangdong Province, probes into the causes of their formation, and combines with the methods of handling the tense doctor-patient relations in the large hospitals and advanced areas of our country. The measures to improve the relationship between doctors and patients in primary hospitals of Guangdong Province are summarized. The measures for Prevention and treatment of Medical disputes in Guangdong Province have been put into effect since June 1st 2013. According to this method, the author puts forward some countermeasures to improve the relationship between doctors and patients. This paper is divided into five parts. The first part is the definition of basic concepts, including the meaning, characteristics and significance of grass-roots hospitals; the meaning, characteristics and influencing factors of doctor-patient relationship; and the overview of medical and health undertakings in Guangdong Province and the characteristics of grass-roots hospitals. The author explains some concepts of the relationship between the basic hospital and the doctor and patient, and briefly introduces the medical and health condition of Guangdong province and the characteristics of the basic hospital in Guangdong province. In the second part, the author summarizes the medical and health service in Guangdong Province, and summarizes the characteristics of the basic hospitals in Guangdong Province, which are different from other places in China. The third part mainly describes the expression of the tense relationship between doctors and patients in the grass-roots hospitals of Guangdong Province. In this part, the author analyzes Guangdong, as the front position of reform and opening up in China, with a relatively developed economy. What is not matched is that the pace and pace of medical reform are at the level of the middle and lower reaches of the country. This asymmetry has led to more tension between doctors and patients in Guangdong than in other provinces of the country, especially in primary medical institutions. The 4th part is one of the key contents of this paper. The author looks for the causes of the tension between doctors and patients in the basic hospitals of Guangdong Province. The author thinks that "1, the government has insufficient investment in medical treatment, hospitals and doctors have to a large extent focused on pursuing economic benefits, patients' lack of understanding of medicine and their expectations for disease prevention and treatment have been constantly raised, and the guidance of public opinion has resulted in prejudice against hospitals." It is the main reason of the tense relationship between doctors and patients in the primary hospitals of Guangdong Province. The 5th part is also one of the key contents of this paper. Here, the author discusses four ways to resolve doctor-patient disputes: first, doctor-patient consultation; second, mediation by a third party; third, administrative settlement; and fourth, judicial decision. The author puts forward some countermeasures to improve the relationship between doctors and patients at the grass-roots hospitals in Guangdong Province. The author points out that "1, the grass-roots hospitals should strengthen their own construction," To improve the quality of medical treatment and the level of service, to increase the investment of the government and society in medical and health services, to relieve the tension in doctor-patient relations according to law, and to give full play to the role of the Medical Planning Commission in alleviating the doctor-patient relationship. " Good countermeasures to solve the tension between doctors and patients in basic hospitals.
