【摘要】：當(dāng)前,我國正處于經(jīng)濟(jì)高速發(fā)展和社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,在經(jīng)濟(jì)不斷發(fā)展進(jìn)步的過程中,國家也面臨著各種各樣的挑戰(zhàn)。其中，社會(huì)矛盾或者自然災(zāi)害等引發(fā)的公共危機(jī)都在不斷的考驗(yàn)著我國政府執(zhí)政的能力。公共危機(jī)事件的發(fā)生給人民群眾的生命以及財(cái)產(chǎn)安全構(gòu)成了威脅,更嚴(yán)重影響了社會(huì)的安定團(tuán)結(jié),也為政府執(zhí)政帶來了巨大的挑戰(zhàn)。在公共危機(jī)事件發(fā)生后，信息公開在公共危機(jī)事件處理過程中的重要性已經(jīng)引起了我國政府的高度重視。 現(xiàn)如今，科技不斷進(jìn)步，人們對信息的渴求也不斷提升,信息已成為人們生活中不可缺少的一部分。信息公開是公共危機(jī)發(fā)生后所要進(jìn)行的首要任務(wù),公共危機(jī)中政府進(jìn)行的信息公開是在政府對日常政務(wù)公開的基礎(chǔ)上建立起來的,這也是由于公共危機(jī)發(fā)生時(shí)的特殊性,政府面對危機(jī)如何妥善處理。危機(jī)發(fā)生后對危機(jī)信息的公開能否保證其時(shí)效性和準(zhǔn)確性，這都是社會(huì)公眾所關(guān)注的。在公共危機(jī)發(fā)生后，及時(shí)、準(zhǔn)確的發(fā)布危機(jī)信息能夠有效的緩解公眾緊張、恐慌的情緒，更有利于社會(huì)的和諧與穩(wěn)定。雖然我們國家對于公共危機(jī)中的信息公開的很多方面取得了成效。但在一些公共危機(jī)事件中，也暴露了我國政府在危機(jī)信息公開方面還有許多不足。公共危機(jī)時(shí)期的信息公開不等同于政府日常的政務(wù)公開，公共危機(jī)具有突發(fā)性、緊迫性的特征，這就對政府進(jìn)行信息公開時(shí)有特殊的要求。 本文以公共危機(jī)中政府信息公開的五個(gè)要求作為研究對象，以公共危機(jī)理論等為主要的理論工具，對當(dāng)前我國政府信息公開的現(xiàn)狀進(jìn)行分析，在肯定其取得的成效的同時(shí)，重點(diǎn)分析了公共危機(jī)中政府信息公開存在的問題，并且從多個(gè)層面對存在的問題進(jìn)行成因分析，并提出推動(dòng)我國政府公共危機(jī)中信息公開建設(shè)的對策。
[Abstract]:At present, China is in the critical period of rapid economic development and social transformation. In the process of continuous economic development and progress, the country is also facing various challenges. Among them, Public crises caused by social contradictions or natural disasters are constantly testing the ability of our government to govern. The occurrence of public crises poses a threat to the lives of the people and the safety of property. After the public crisis, the importance of information disclosure in the process of dealing with public crisis has aroused the great attention of our government. Nowadays, with the development of science and technology, people's thirst for information has been rising. Information has become an indispensable part of people's life. Information disclosure is the first task to be carried out after the public crisis. In the public crisis, the information disclosure carried out by the government is established on the basis of the government's openness to the daily government affairs, which is also due to the particularity of the public crisis when the public crisis occurs. How to deal with the crisis properly? whether the disclosure of crisis information after the crisis can ensure its timeliness and accuracy is of concern to the public. After the public crisis, timely, The accurate release of crisis information can effectively ease public tension and panic. More conducive to social harmony and stability. Although our country has achieved results in many aspects of the disclosure of information in public crises, in some public crisis events, It also reveals that our government still has many shortcomings in the disclosure of crisis information. In the period of public crisis, information disclosure is not equal to the government's daily government affairs disclosure, and the public crisis has the characteristics of sudden and urgent. This has special requirements for the government to make information public. Taking the five requirements of government information disclosure in public crisis as the research object and the theory of public crisis as the main theoretical tool, this paper analyzes the current situation of government information disclosure in our country. This paper focuses on the analysis of the problems existing in the publicity of government information in the public crisis, analyzes the causes of the existing problems from many aspects, and puts forward the countermeasures to promote the construction of information disclosure in the public crisis of our government.
