【摘要】：近年來,我國保健食品安全問題頻發(fā),非法生產(chǎn)、非法經(jīng)營、非法添加、非法宣傳等傳統(tǒng)的“四非”嚴(yán)重阻礙了保健品行業(yè)的健康發(fā)展,威脅消費者的身體健康,對我國的公共安全造成重大隱患。政府一直承擔(dān)著大力監(jiān)管、打擊四非的重擔(dān),但是無論是通過政府規(guī)制手段還是市場手段,大多以失敗告終。本文試圖從治理的角度出發(fā),分析了上海市閘北區(qū)當(dāng)前保健品市場諸多安全問題及其產(chǎn)生的原因,并對該區(qū)域保健食品的安全治理進行探討。本文首先闡述了選題背景及意義、國內(nèi)外研究概況、研究內(nèi)容與方法。第二部分闡述了治理理論的內(nèi)涵以及在保健食品安全管理領(lǐng)域的借鑒意義。第三部分分析了閘北區(qū)保健食品市場的監(jiān)管現(xiàn)狀和尚存的問題,并分析問題產(chǎn)生的原因。第四部分從公共治理的角度提出了在保健食品領(lǐng)域?qū)嵭芯C合治理的必要性和可行性,探索政府、市場、社會組織如何角色定位從而更好發(fā)揮各自的功能,并通過構(gòu)建有效的機制確保保健食品安全治理的長效運作。
[Abstract]:In recent years, the frequent health food safety problems in China illegal production, illegal business, illegal illegal add, publicity and other traditional "four" seriously hindered the healthy development of the health care industry, threatening the health of consumers, a significant hazard to public safety in our country. The government has been responsible for the strong supervision, hit four the burden, but whether by means of government regulation or market means, mostly failed. This paper attempts to start from the perspective of governance, analyzes the reasons of Shanghai Zhabei District City, the current health care market many security problems, and to the regional health food safety governance are discussed. This paper first describes the background and the significance, the domestic and foreign research situation, research contents and methods. The second part expounds the connotation of governance theory and the significance in the field of health food safety management. Third Part of the analysis of the status quo of supervision and the remaining Zhabei District health food market problems, and analyze the causes of the problems. The fourth part from the perspective of public governance put forward the feasibility and necessity of implementing a comprehensive exploration in the field of health food market, government, social organizations to play their respective roles in order to better function, and ensure the the long-term operation of health food safety governance by building an effective mechanism.
