【摘要】：十八屆四中全會提出堅持依法治國、依法執(zhí)政、依法行政共同推進,堅持法治國家、法治政府、法治社會一體建設(shè),加快建設(shè)職能科學(xué)、權(quán)責法定、執(zhí)法嚴明、公開公正、廉潔高效、守法誠信的法治政府。各級政府按照法治政府的要求大膽改革、銳意創(chuàng)新,取得了豐富的實踐成果。行政法理論界緊密聯(lián)系實際,對關(guān)系法治政府建設(shè)的重大理論問題深入研究,積極探索,取得了一批優(yōu)秀的研究成果,為推進行政審批改革、簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù),加快建設(shè)法治政府提供了理論支持,在權(quán)力與責任清單制度、信息公開制度、行政訴訟制度等研究領(lǐng)域取得了新突破。
[Abstract]:The fourth Plenary session of the 18 CPC Central Committee proposed that we should uphold the rule of law, govern the country according to law, and jointly advance administration according to law, adhere to the construction of a country ruled by law, a government ruled by law, and a society ruled by law, and speed up the construction of a scientific function, legal powers and responsibilities, strict law enforcement, and. Honest, efficient, law-abiding and honest government. The governments at all levels have boldly reformed, innovated and made rich practical achievements in accordance with the requirements of the government under the rule of law. In order to promote the reform of administrative examination and approval, simplify the decentralization of power, combine administration with management, and optimize services, we have made a number of outstanding research achievements through in-depth research on the major theoretical issues related to the construction of a government ruled by law, a positive exploration, and a number of outstanding research results. Speeding up the construction of a government ruled by law has provided theoretical support, and has made new breakthroughs in the fields of power and responsibility list system, information disclosure system, administrative litigation system, and so on.
