【摘要】：中國政府信息公開制度自運作以來取得了顯著成效,但也暴露出諸多問題。綜合考察這一制度運作的政治、經(jīng)濟、文化和社會背景,這一制度的發(fā)展在未來雖然同樣會遇到障礙和阻力,但整體而言卻呈現(xiàn)出八項良好的發(fā)展態(tài)勢:政府信息公開及相關(guān)制度的立法將陸續(xù)以各種不同方式、不同途徑啟動;政府內(nèi)在和外在動力將持續(xù)促使信息公開常態(tài)化;政府信息公開的司法保障將更加有力、有效;公民申請和獲取政府信息將更方便、更理性;政府信息公開的價值和功能將更多元化;政府信息公開和例外的界限將更明晰;政府信息公開將推進執(zhí)政黨黨務(wù)信息公開;政府信息公開將更加注重政務(wù)公開,更加注重公開的精細化及公開實效。
[Abstract]:The Chinese government information disclosure system has achieved remarkable results since its operation, but it has also exposed many problems. A comprehensive review of the political, economic, cultural and social backgrounds of the operation of this system has been made. Although the development of this system will meet with obstacles and obstacles in the future, as a whole, it presents eight good development trends: government information disclosure and the legislation of related system will be started in different ways and in different ways; The internal and external power of the government will continue to promote the normalization of information disclosure; the judicial guarantee of government information disclosure will be more effective and effective; the application and access to government information by citizens will be more convenient and rational; The value and function of government information disclosure will be more diversified; the boundaries between government information disclosure and exceptions will be clearer; government information disclosure will promote the disclosure of party affairs information in the ruling party; and government information disclosure will pay more attention to government affairs disclosure. Pay more attention to the refinement of openness and public effectiveness.
