【摘要】：規(guī)范衛(wèi)生行政處罰自由裁量權(quán)是依法行政、合理行政的要求。制定行政處罰自由裁量權(quán)基準制度是規(guī)范衛(wèi)生行政處罰自由裁量權(quán)的有效途徑。本文對衛(wèi)生行政處罰自由裁量權(quán)基準制度設(shè)定的背景、原則、具體技術(shù)做了探討,并以蘇州市高新區(qū)衛(wèi)生監(jiān)督所的實踐經(jīng)驗為例做了具體說明,為衛(wèi)生行政處罰自由裁量權(quán)基準制度的完善提供了參考依據(jù)。
[Abstract]:To regulate the discretion of health administrative punishment is to administer according to law, The requirement of reasonable administration. It is an effective way to standardize the free discretion of health administrative punishment. The background and principle of the standard system of free discretion of health administrative punishment are set in this paper. The concrete technology is discussed, and the practical experience of the Institute of Health Supervision in Suzhou Hi-tech District is taken as an example, which provides a reference for the improvement of the benchmark system of the free discretion of health administrative punishment.
