【摘要】：第一次中央新疆工作座談會前后,中央對推進(jìn)新疆跨越式發(fā)展和長治久安作出一系列重大部署;第二次中央新疆工作座談會以來,中央明確了加快推進(jìn)依法治疆進(jìn)程的戰(zhàn)略舉措。新疆堅(jiān)持高舉社會主義法治旗幟,堅(jiān)決貫徹落實(shí)中央新疆工作座談會決議,堅(jiān)持黨的民族政策、民族區(qū)域自治法,積極為民族團(tuán)結(jié)提供法治保障;圍繞新疆工作總目標(biāo)和主要任務(wù),堅(jiān)持以法治力量維護(hù)社會穩(wěn)定;堅(jiān)持依法處理穩(wěn)定與改革發(fā)展的關(guān)系,努力在促進(jìn)經(jīng)濟(jì)發(fā)展的法治環(huán)境上下功夫;堅(jiān)持突出重點(diǎn),加強(qiáng)和改進(jìn)人大法律監(jiān)督;堅(jiān)持問題導(dǎo)向,深入推進(jìn)司法體制改革。新疆法治建設(shè)改革發(fā)展取得顯著成效,確定了依法治疆方略實(shí)施的總體戰(zhàn)略部署,依法治疆的引領(lǐng)、規(guī)范和保障作用得到充分發(fā)揮。依法治疆方略的實(shí)踐也啟示我們,依法治疆是做好新疆工作不可動(dòng)搖的基本方略,依法治疆與以德治疆相結(jié)合是新疆工作的基本遵循,實(shí)施依法治疆方略的關(guān)鍵與核心都在于扎實(shí)抓落實(shí)。
[Abstract]:Before and after the first Central Xinjiang work Symposium, the Central Committee made a series of major plans to promote Xinjiang's great-leap-forward development and long-term stability; since the second Central Xinjiang work Symposium, The Central Committee has made clear the strategic measures to speed up the process of administering Xinjiang according to law. Xinjiang adheres to holding high the banner of socialist rule by law, resolutely implementing the resolutions of the central Xinjiang work forum, upholding the party's national policy, and the Law on Regional National Autonomy. Actively providing guarantee of the rule of law for national unity; maintaining social stability with the force of the rule of law around the overall objectives and main tasks of Xinjiang's work; and persisting in handling the relationship between stability and reform and development in accordance with the law, Efforts should be made to promote the rule of law environment for economic development; to insist on giving prominence to the key points, to strengthen and improve the legal supervision of the people's Congress; and to adhere to problem-orientation and promote the reform of the judicial system in depth. We have determined the overall strategic arrangement for the implementation of the general strategy of administering Xinjiang according to law, and the guidance, standardization and guarantee role of administering Xinjiang according to law has been brought into full play. The practice of the general plan of administering Xinjiang according to law also enlightens us that administering Xinjiang according to law is an unshakable basic strategy for doing Xinjiang's work well. The combination of ruling Xinjiang by law and ruling by virtue is the basic principle of Xinjiang's work. The key and core of implementing the strategy of ruling Xinjiang by law is to grasp and implement it in a down-to-earth manner.
