【摘要】：土地變更調(diào)查是在全國(guó)土地調(diào)查的基礎(chǔ)上,對(duì)土地利用狀況變化情況進(jìn)行調(diào)查,對(duì)調(diào)查結(jié)果定期進(jìn)行匯總統(tǒng)計(jì)的一項(xiàng)基礎(chǔ)性工作。自2011年度起,國(guó)土資源部實(shí)施“一張圖”工程,將土地變更調(diào)查與衛(wèi)片執(zhí)法檢查相結(jié)合,實(shí)現(xiàn)土地調(diào)查成果的“一查多用”和變更常態(tài)化監(jiān)管。借助計(jì)算機(jī)網(wǎng)絡(luò)系統(tǒng)建立的“批、供、用、補(bǔ)、查”綜合信息監(jiān)管平臺(tái),甄別新增建設(shè)用地的合法性,督促地方政府查處、整改違法違規(guī)用地。衛(wèi)片執(zhí)法作為當(dāng)下最為先進(jìn)的土地執(zhí)法監(jiān)測(cè)方式,能夠及時(shí)、有效地發(fā)現(xiàn)和處罰土地及其他國(guó)土資源的違法行為。然而阜康市自2011年開始啟動(dòng)土地衛(wèi)片執(zhí)法檢查工作以來(lái),雖然有力地打擊了土地違法行為,但是仍存在行政成本投入過(guò)大,借助衛(wèi)片執(zhí)法查處的案件比例過(guò)低等問(wèn)題。本文主要采用文獻(xiàn)研究法和統(tǒng)計(jì)分析法,通過(guò)對(duì)阜康市土地衛(wèi)片執(zhí)法工作中暴露出的問(wèn)題進(jìn)行研究分析,結(jié)合以往的工作方式、方法,篩查現(xiàn)階段土地變更調(diào)查工作存在的問(wèn)題,分析問(wèn)題形成的原因,對(duì)衛(wèi)片執(zhí)法新形勢(shì)下土地變更調(diào)查工作的有關(guān)問(wèn)題進(jìn)行探討,最后提出解決問(wèn)題、做好土地變更調(diào)查工作的若干思路有:一是加快土地變更調(diào)查標(biāo)準(zhǔn)化建設(shè),規(guī)范調(diào)查行為;二是依法加強(qiáng)土地管理,嚴(yán)格監(jiān)督土地變更數(shù)據(jù)的上報(bào)情況;三是積極促進(jìn)各部門之間的銜接,健全土地變更資料收集制度;四是完善土地變更調(diào)查軟件,提高技術(shù)人員的操作水平。
[Abstract]:The land change survey is a basic work on the basis of the national land survey to investigate the change of the land use situation and to collect the results of the survey on a regular basis. The Ministry of Land and Resources has implemented the "one map" project, combining the land change investigation with the law enforcement inspection of the satellite film, so as to realize the "one investigation multi-purpose" and regularization supervision of the land survey results, and the "batch, supply and use" established by the computer network system. Supplement, check the "comprehensive information supervision platform, identify the legitimacy of the newly added construction land, urge local governments to investigate and deal with illegal and illegal land use." as the most advanced land law enforcement monitoring method at present, satellite film law enforcement can be carried out in a timely manner. Effective detection and punishment of illegal acts of land and other land resources. However, since 2011, when the city of Fukang started the law enforcement and inspection work of land satellite, although it has effectively cracked down on illegal land activities, there is still too much investment in administrative costs. With the aid of the low proportion of cases investigated and dealt with by the law enforcement of satellite films, this paper mainly adopts the method of literature research and statistical analysis, through the research and analysis of the problems exposed in the law enforcement work of land satellite films in Fukang City, combining with the previous working methods. Methods: to screen the problems existing in the investigation of land changes at the present stage, to analyze the causes of the problems, to discuss the relevant problems in the investigation of land changes under the new situation of law enforcement by satellite films, and finally to put forward solutions to the problems. Some ideas of land change investigation are as follows: first, to speed up the standardization construction of land change investigation and standardize the investigation behavior; second, to strengthen land management according to law and strictly supervise the reporting of land change data; The third is to actively promote the link between the departments, improve the land change data collection system, fourth, improve the land change investigation software, improve the operation level of technical personnel.
