【摘要】：理順監(jiān)管體制是落實(shí)綠色發(fā)展的重要保障。綠色發(fā)展的監(jiān)管體制不等同于環(huán)境監(jiān)管體制,其內(nèi)涵和外延都大于后者。綠色發(fā)展監(jiān)管體制的構(gòu)成要素包括主體、客體和手段。綠色發(fā)展的監(jiān)管體制是指政府、企業(yè)和公眾為實(shí)現(xiàn)綠色發(fā)展方式和生活方式綜合運(yùn)用各種手段從源頭、過(guò)程和結(jié)果對(duì)國(guó)土空間、能源資源和生態(tài)環(huán)境進(jìn)行監(jiān)督和管理而形成的規(guī)范體系。完整準(zhǔn)確理解綠色發(fā)展的監(jiān)管體制,有助于實(shí)現(xiàn)綠色發(fā)展。
[Abstract]:Rationalizing the regulatory system is an important guarantee for the implementation of green development. The regulatory system of green development is not equal to the environmental regulatory system, and its connotation and extension are larger than the latter. The elements of the green development regulatory system include the main body. The regulatory system of green development refers to the comprehensive use of various means by the government, enterprises and the public to realize the green development style and the way of life from the source, the process and the result to the land and space, The normative system formed by the supervision and management of energy resources and ecological environment. A complete and accurate understanding of the regulatory system of green development is helpful to the realization of green development.
