【摘要】：當(dāng)前,隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展,教育事業(yè)的關(guān)注度也隨之提高,作為基礎(chǔ)教育的重要部分--學(xué)前教育也備受社會(huì)關(guān)注,但是,學(xué)前教育中的問題也隨之顯現(xiàn)而來。貴州省在學(xué)前教育的發(fā)展中也出現(xiàn)了這些問題,如貴州省學(xué)前教育的規(guī)劃布局不合理、政府對(duì)學(xué)前教育事業(yè)的財(cái)政投入低、師資隊(duì)伍匱乏且素質(zhì)較低。對(duì)于現(xiàn)階段貴州省學(xué)前教育面臨的困境,需要從立法的層面來完善貴州省學(xué)前教育中的一些滯后的法律制度。本研究是通過對(duì)貴州省學(xué)前教育的現(xiàn)實(shí)情況進(jìn)行實(shí)地調(diào)查研究以及對(duì)調(diào)查的數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析。通過這樣的方式來發(fā)現(xiàn)貴州省學(xué)前教育事業(yè)存在的問題,隨之對(duì)貴州省學(xué)前教育立法給出具體的立法建議,使得學(xué)前教育的地位、政府責(zé)任以及財(cái)政保障確切的落到實(shí)處。從而,有助于保障貴州省幼兒以及幼兒教師的權(quán)利,推動(dòng)貴州省學(xué)前教育事業(yè)健康發(fā)展。本文共分為四個(gè)部分來闡述。第一部分:是本文的引言部分,作者主要通過介紹我國(guó)學(xué)前教育立法基本概況、貴州省學(xué)前教育立法的必要性與研究意義來分析并進(jìn)行闡述的。分析了我國(guó)學(xué)前教育在國(guó)際上的差異、現(xiàn)有的我國(guó)學(xué)前教育的一些法律法規(guī)以及貴州省學(xué)前教育立法的必要性與現(xiàn)實(shí)價(jià)值。第二部分:作者主要介紹了的調(diào)研的情況,主要針對(duì)調(diào)研的目的、調(diào)研樣本選擇、調(diào)研經(jīng)過以及調(diào)研方法進(jìn)行了簡(jiǎn)單的闡述,保證了本次調(diào)研的必要性以及對(duì)調(diào)研樣本選擇的合理性,從而使得調(diào)研結(jié)果的得靠性與充分性。第三部分:作者主要介紹了實(shí)地調(diào)研的情況:調(diào)研的數(shù)據(jù)分析以及調(diào)研分析的結(jié)論。通過對(duì)實(shí)地調(diào)研的數(shù)據(jù)分析,對(duì)貴州省學(xué)前教育存在的問題通過數(shù)據(jù)分析并且總結(jié)貴州省學(xué)前教育的現(xiàn)狀。第四部分:主要是針對(duì)貴州省學(xué)前教育的問題提出了具體的立建議。作者主要是針對(duì)貴州省學(xué)前教育立法層面給出建議,主要是從三個(gè)方面給出具體建議:第一,立法的指導(dǎo)思想;第二,立法的原則;第三,立法的具體措施。
[Abstract]:At present, with the continuous development of economy in our country, the attention of educational undertakings has also increased. As an important part of basic education, pre-school education has also attracted the attention of the society, but, Problems in pre-school education also appear. In the development of pre-school education in Guizhou Province, these problems also arise. For example, the planning and layout of pre-school education in Guizhou Province is unreasonable, and the government's financial investment in pre-school education is low. The teaching staff is scarce and the quality is low. At the present stage, the difficulties faced by preschool education in Guizhou Province, It is necessary to perfect some lagging legal system of preschool education in Guizhou province from the legislative level. This study is based on the field investigation of the reality of preschool education in Guizhou province and the statistical analysis of the survey data. Through this way to find out the problems existing in the cause of preschool education in Guizhou Province, Then it gives specific legislative suggestions on the legislation of preschool education in Guizhou Province, so that the status of preschool education, the responsibility of the government and the financial guarantee can be carried out exactly. Thus, it is helpful to protect the rights of young children and their teachers in Guizhou Province. This paper is divided into four parts to elaborate. The first part is the introduction of this paper. The author mainly introduces the basic situation of preschool education legislation in China. The necessity and significance of the research on the legislation of preschool education in Guizhou Province are analyzed and expounded. The differences of preschool education in China in the international community are analyzed. Some existing laws and regulations of preschool education in China and the necessity and practical value of pre-school education legislation in Guizhou Province. Part two: the author mainly introduces the situation of the investigation, mainly aiming at the purpose of the investigation, the research sample selection, The research process and research methods are simply described to ensure the necessity of the investigation and the rationality of the sample selection. The third part: the author mainly introduces the situation of the field investigation: the data analysis of the investigation and the conclusion of the research analysis. This paper analyzes the problems of preschool education in Guizhou province and summarizes the present situation of preschool education in Guizhou province by means of data analysis. Part 4th: the author puts forward concrete suggestions for the problems of preschool education in Guizhou province. Some suggestions on the legislative level of preschool education in Guizhou Province are given. It mainly gives concrete suggestions from three aspects: first, the guiding ideology of legislation; secondly, the principle of legislation; thirdly, the concrete measures of legislation.
