【摘要】：在土地緊缺和城市更新背景下,低效城市土地的收儲(chǔ)盤活極為迫切,而其關(guān)鍵是如何進(jìn)行土地收儲(chǔ)增值收益的合理分配。本文在剖析土地增值收益分配機(jī)理基礎(chǔ)上,提出土地增值優(yōu)先償付公私基本利益、凈增值收益階梯分享的分配機(jī)制,并采集浦東新區(qū)土地收儲(chǔ)案例數(shù)據(jù),運(yùn)用數(shù)理模型進(jìn)行了分配的定量研究。結(jié)果表明,第一梯級(jí)原使用權(quán)人分享比例為56.5%,第二梯級(jí)其分享比例45.6%。這一結(jié)果符合低梯級(jí)價(jià)段原產(chǎn)權(quán)人分享多的分配思想。本文提出的"優(yōu)先償付階梯分享"方法,同時(shí)兼顧了公平與效率,豐富了土地收益分配理論,并為政府創(chuàng)新土地收儲(chǔ)收益分配方式提供依據(jù)。
[Abstract]:In the shortage of land and city renewal under the background of city land purchasing and storage, inefficient inventory is very urgent, but the key is how to allocate land purchasing and storage of value-added benefits. Based on the analysis of the land value-added income distribution mechanism based on the proposed land value priority based allocation mechanism between public and private interests, net income and share the value-added ladder. Pudong New Area land acquisition data storage case, by using mathematical models of quantitative distribution. The results show that the first step the right to use the original share ratio of 56.5%, second of the share ratio of 45.6%. cascade which accords with the share many low price segment of the original cascade distribution thought property. This paper presents the "preferred share ladder" method at the same time, both fairness and efficiency, enrich the land income distribution theory, and provide the basis for the innovation of government land purchasing and storage of income distribution.
