【摘要】：每個(gè)國(guó)家都應(yīng)該建立圖書館法規(guī)。圖書館立法旨在為兩個(gè)方面的工作提供法律保障：一方面是為圖書館事業(yè)的健康、可持續(xù)發(fā)展；另一方面是為圖書館有效、順利地開展各項(xiàng)工作。目前，雖然我國(guó)陸續(xù)頒布了多項(xiàng)關(guān)于圖書館的法律、法規(guī)、決定、條例、標(biāo)準(zhǔn)、通知、管理辦法、工作意見等，但是卻仍舊存在著諸多問題，阻礙著圖書館健康、穩(wěn)定的發(fā)展。所以，本文將我國(guó)圖書館法規(guī)與日本圖書館法規(guī)進(jìn)行比較分析，，旨在借鑒日本圖書館法規(guī)的先進(jìn)經(jīng)驗(yàn)，縮短我國(guó)圖書館法規(guī)與世界水平的差距。 本論文共有五個(gè)部分。 第一章緒論，闡述了論文的研究目的與研究意義、圖書館法規(guī)的國(guó)內(nèi)外研究現(xiàn)狀和論文使用的研究方法。 第二章中日?qǐng)D書館法規(guī)概況，分別闡述了日本圖書館法規(guī)概況和中國(guó)圖書館法規(guī)概況。 第三章中日?qǐng)D書館法規(guī)比較，主要從四個(gè)方面進(jìn)行比較分析：中日公共圖書館法規(guī)比較，中日大學(xué)圖書館法規(guī)比較，中日大學(xué)圖書員自律規(guī)范比較，中日?qǐng)D書館宣言比較。 第四章日本圖書館立法對(duì)我國(guó)圖書館立法的啟示，提出四個(gè)方面的啟示：健全的法規(guī)保障體系，完善的經(jīng)費(fèi)保障制度，法規(guī)內(nèi)容的詳盡性，與教育法的同步性。 第五章結(jié)語，強(qiáng)調(diào)我國(guó)建立健全的圖書館法律體系的重要性。
[Abstract]:Every country should establish library laws and regulations. Library legislation aims to provide legal guarantee for two aspects of work: on the one hand, it is for the healthy and sustainable development of library cause; At present, although our country has promulgated a number of laws, regulations, decisions, regulations, standards, notices, management measures on the library. However, there are still many problems that hinder the healthy and stable development of the library. Therefore, this paper compares the library laws and regulations of our country with those of Japan. The purpose of this paper is to draw lessons from the advanced experience of Japanese library laws and regulations and to shorten the gap between China's library regulations and the world level. There are five parts in this thesis. The first chapter introduces the purpose and significance of the research, the present situation of the library laws and regulations at home and abroad and the research methods of the paper. The second chapter is about the general situation of Chinese and Japanese library laws and regulations, respectively, and expounds the general situation of Japanese library laws and Chinese library laws and regulations. The third chapter compares the laws and regulations of Chinese and Japanese libraries, mainly from four aspects: the comparison of laws and regulations of public libraries between China and Japan, the comparison of laws and regulations of university libraries between China and Japan, and the comparison of self-discipline norms of librarians between China and Japan. Comparison of Chinese and Japanese Library Manifesto. In chapter 4th, the enlightenment of Japanese library legislation to Chinese library legislation is put forward in four aspects: perfect legal guarantee system, perfect fund guarantee system, and detailed content of laws and regulations. Synchrony with the Education Act. The conclusion of chapter 5th emphasizes the importance of establishing a sound legal system of library in China.
