【摘要】：區(qū)域交通運(yùn)輸一體化是實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)一體化的重要步驟,涉及區(qū)域內(nèi)地方利益沖突的協(xié)調(diào),地方政府之間的利益沖突是地方利益沖突的最直接體現(xiàn)。地方政府間的利益沖突表現(xiàn)在交通規(guī)劃和基礎(chǔ)設(shè)施建設(shè)、收費(fèi)權(quán)以及行政管理執(zhí)法等方面。必須制定規(guī)范性文件以法律手段協(xié)調(diào)地方政府利益沖突,改革財(cái)政稅收分權(quán)制度、完善財(cái)政轉(zhuǎn)移支付制度、建立地方政府合作制度體系和建立交通運(yùn)輸統(tǒng)一監(jiān)管執(zhí)法機(jī)制,并將這些利益協(xié)調(diào)機(jī)制納入?yún)^(qū)域一體化立法中,才能有效促進(jìn)區(qū)域經(jīng)濟(jì)一體化進(jìn)程的推進(jìn)。
[Abstract]:Regional transport integration is an important step to realize regional economic integration, involving the coordination of local conflicts of interest in the region. The conflict of interest between local governments is the most direct embodiment of local conflicts of interest. The conflicts of interest between local governments are manifested in traffic planning and infrastructure construction. It is necessary to formulate normative documents to coordinate the conflicts of interests of local governments by legal means, to reform the system of fiscal and tax decentralization, and to perfect the system of fiscal transfer payment. Only by establishing the system of local government cooperation and establishing the mechanism of unified supervision and enforcement of traffic and transportation, and incorporating these benefit coordination mechanisms into the legislation of regional integration, can the process of regional economic integration be promoted effectively.
