【摘要】：歷史制度主義為研究替考治理制度的變遷提供了極佳視角。恢復(fù)高考以來,替考治理經(jīng)歷了從"道德治理"到"行政治理"、再從"行政治理"走向"刑罰治理"的制度變遷,最終形成了處罰與刑罰并行的雙軌治理制。替考治理制度的變遷,是主政者在關(guān)鍵節(jié)點破除路徑依賴而選擇斷裂性制度變遷的產(chǎn)物。唯有建構(gòu)動態(tài)平衡、多元治理、過當(dāng)其罰、比例適當(dāng)?shù)闹卫碇贫?方能使替考治理從低效乏力走向高效有力,最大限度地懲治替考行為。
[Abstract]:Historical institutionalism provides an excellent perspective for the study of the vicissitude of the administration system. Since the restoration of the college entrance examination, the administration of the substitute examination has experienced from "moral governance" to "administrative governance". Then from "administrative governance" to "penalty governance" system changes, and finally formed a dual system of punishment and punishment governance system. It is the result of breaking the path dependence and choosing the broken institutional change at the key nodes. Only to construct dynamic balance, multiple governance, excessive punishment, and appropriate proportion of governance system. Only in this way can the administration of the testers change from inefficiency and weakness to high efficiency and strength, and punish the act of taking the test to the maximum extent.
