【摘要】：B2G關(guān)系是指商業(yè)人士通過與政府官員建立人脈關(guān)系以獲得特殊待遇或稀缺資源。大量文獻(xiàn)認(rèn)為B2G關(guān)系促進(jìn)和導(dǎo)致了腐敗行為,然而這些研究偏重于宏觀層面的定性分析,難以進(jìn)行定量和微觀考察。論文從腐敗出發(fā)構(gòu)建腐敗關(guān)系分析模型,并以典型案例作為研究對象。研究表明B2G關(guān)系的本質(zhì)是權(quán)錢交易,B2G關(guān)系建立具有選擇性,主要指向重要部門的關(guān)鍵崗位官員,特別是地方黨政機(jī)構(gòu)和行政主管部門的一把手,關(guān)系人一般在招投標(biāo)開展之前就進(jìn)行關(guān)系活動,關(guān)系持續(xù)時(shí)間的長短主要取決于關(guān)系成本是否能夠在未來得到回報(bào)。生存分析表明家人關(guān)系和部門類別對腐敗潛伏時(shí)間具有保護(hù)作用,而由于國家對工程建設(shè)領(lǐng)域反腐敗力度的加大,一把手腐敗存在較大的風(fēng)險(xiǎn)。論文實(shí)現(xiàn)了從B2G關(guān)系構(gòu)建過程分析腐敗問題,并強(qiáng)調(diào)B2G關(guān)系依附于權(quán)力,在治理招投標(biāo)腐敗問題時(shí)需要考慮這種非正式制度的負(fù)面作用。
[Abstract]:B 2 G relationship refers to a business person obtaining special treatment or scarce resources by establishing a network with government officials. A large number of literatures suggest that the B2G relationship promotes and leads to corruption. However, these studies focus on the qualitative analysis at the macro level and are difficult to carry out quantitative and microscopic investigations. This paper constructs a corruption relationship analysis model based on corruption, and takes typical cases as the research object. The study shows that the essence of the B2G relationship is the selective establishment of the B2G relationship, which mainly points to the key post officials of the important departments, especially the leaders of the local party and government organs and the administrative departments. The relationship activities are usually carried out before the tender and bidding, and the duration of the relationship mainly depends on whether the relationship cost can be rewarded in the future. Survival analysis shows that family relationship and department category can protect the latent time of corruption. However, since the state has stepped up its anti-corruption efforts in the field of engineering construction, there is a greater risk of corruption among the top leaders. This paper analyzes the corruption problem from the process of B2G relationship construction, and emphasizes that the B2G relationship depends on the power, and the negative role of this informal system should be considered when dealing with the corruption of bidding and bidding.
