【摘要】：本文主要基于犯罪經(jīng)濟(jì)學(xué)的研究框架,利用我國(guó)2003-2011年的省級(jí)面板數(shù)據(jù),實(shí)證分析了近年來(lái)我國(guó)財(cái)產(chǎn)詐騙犯罪率持續(xù)高速增長(zhǎng)的嚴(yán)重社會(huì)問(wèn)題。研究結(jié)果表明,移動(dòng)電話普及率、互聯(lián)網(wǎng)普及率與我國(guó)財(cái)產(chǎn)詐騙犯罪率之間具有顯著的正相關(guān)性,即移動(dòng)電話與互聯(lián)網(wǎng)的普及是影響我國(guó)財(cái)產(chǎn)詐騙犯罪率持續(xù)上升的重要因素。具體而言,在控制城市化水平、收入差距等一系列社會(huì)經(jīng)濟(jì)因素后,移動(dòng)電話普及率每提高1%將導(dǎo)致財(cái)產(chǎn)詐騙犯罪率平均上升約0.76%,而互聯(lián)網(wǎng)普及率每提高1%將導(dǎo)致財(cái)產(chǎn)詐騙犯罪率平均上升約1.37%。因此,隨著我國(guó)移動(dòng)通信與互聯(lián)網(wǎng)信息技術(shù)的快速發(fā)展,政府必須加快信息網(wǎng)絡(luò)安全的法治建設(shè)工作,加大對(duì)電信詐騙與網(wǎng)絡(luò)詐騙犯罪的打擊力度,以維護(hù)社會(huì)穩(wěn)定,保障人民的財(cái)產(chǎn)安全。
[Abstract]:Based on the research framework of criminal economics and using the provincial panel data from 2003 to 2011, this paper empirically analyzes the serious social problems of the crime rate of property fraud in recent years. The results show that there is a significant positive correlation between mobile phone penetration, Internet penetration and the crime rate of property fraud in China, that is, the popularity of mobile phones and the Internet is an important factor affecting the rising crime rate of property fraud in China. Specifically, after controlling a series of social and economic factors, such as the level of urbanization and income gap, Every 1 percent increase in mobile phone penetration will lead to an average increase of about 0.76 percent in the crime rate of property fraud, while a 1 percent increase in Internet penetration will lead to an average increase of about 1.37 percent in the crime rate of property fraud. Therefore, with the rapid development of mobile communication and Internet information technology in our country, the government must speed up the construction of the rule of law of information network security and intensify the crackdown on telecom fraud and network fraud in order to maintain social stability. To ensure the safety of the people's property.
