【摘要】：近年來,由于法律宣傳的不到位、監(jiān)督體制的不完善以及普法意識(shí)的不深入等多重方面成因,基層行政部門一些掌控特定款項(xiàng)發(fā)放的人員,在欲望膨脹的今天悄無聲息地向?yàn)?zāi)難逼近。十八屆五中全會(huì)再次把民生問題作為國家重要領(lǐng)域的突破點(diǎn),民生問題關(guān)乎到國家的長治久安、立國安邦,是經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定的重要條件。發(fā)生在民生領(lǐng)域的職務(wù)犯罪案件,嚴(yán)重地侵害了人民的利益,損害了黨和政府在民眾心中的形象。本文結(jié)合筆者所在基層檢察院職偵局查辦的貪腐優(yōu)撫金犯罪的實(shí)例特點(diǎn)來進(jìn)一步從民生領(lǐng)域剖析問題的所在并加以愚談。
[Abstract]:In recent years, due to the lack of legal publicity, the imperfection of the supervisory system and the lack of awareness of law popularization, and so on, some people in the grass-roots administrative departments are in charge of the distribution of certain funds.In the desire to expand today quietly approaching the disaster.Once again, the Fifth Plenary session of the 18th CPC Central Committee regards people's livelihood as a breakthrough point in the important field of our country. People's livelihood is related to the long-term stability of the country and the establishment of a state, which is an important condition for economic development and social stability.The crimes committed in the field of people's livelihood have seriously infringed on the interests of the people and damaged the image of the Party and the government in the hearts of the people.Combined with the characteristics of the crime of corruption and preferential pension investigated by the Bureau of Professional investigation and investigation of the basic procuratorate, this paper further analyzes the problems in the field of people's livelihood and makes some humble remarks.
