【摘要】：在現(xiàn)實(shí)中出現(xiàn)的跨省追捕現(xiàn)象反映了我國(guó)公民在行使監(jiān)督權(quán)時(shí)遇到了極大的困擾,公民監(jiān)督權(quán)的行使得不到充分的實(shí)現(xiàn),這一現(xiàn)象的存在主要是源于被監(jiān)督者的態(tài)度不端正,對(duì)破壞監(jiān)督的行為懲罰力度不夠和相關(guān)制度規(guī)定不明確等各種社會(huì)因素共同作用下造成的,因此,要想消除這一不合理的現(xiàn)象,就應(yīng)當(dāng)通過(guò)加強(qiáng)改變當(dāng)權(quán)者的觀念,加大懲罰力度,健全相關(guān)權(quán)利保障機(jī)制,來(lái)保障和推進(jìn)公民監(jiān)督權(quán)的實(shí)現(xiàn)。
[Abstract]:The phenomenon of cross-provincial manhunt in reality reflects that the citizens of our country have encountered great problems in the exercise of supervision power, and the exercise of citizens' supervision power has not been fully realized. The existence of this phenomenon is mainly due to the improper attitude of the supervised persons, the insufficient punishment for acts of sabotage supervision and the unclear provisions of the relevant systems. Therefore, we should eliminate this unreasonable phenomenon. The realization of citizens' supervision power should be guaranteed and promoted by strengthening and changing the concept of those in power, strengthening punishment and perfecting the mechanism of guaranteeing relevant rights.
