【摘要】：當(dāng)前,我國(guó)正處于改革的攻堅(jiān)期和發(fā)展的關(guān)鍵期,經(jīng)濟(jì)社會(huì)深刻變化,新矛盾、新問(wèn)題層出不窮,網(wǎng)絡(luò)訴求逐漸成為群眾解決矛盾的重要手段之一。但是目前網(wǎng)絡(luò)訴求案件的辦理過(guò)程中仍有許多不完善之處,特別是在網(wǎng)絡(luò)訴求調(diào)處機(jī)制的建設(shè)上,尚缺乏有效調(diào)處制度規(guī)范。如何構(gòu)建行之有效的調(diào)處制度,確保網(wǎng)絡(luò)訴求得到快捷高效處理,確保民意訴求得到有效反饋,是新時(shí)期網(wǎng)絡(luò)訴求工作需要解決的重要問(wèn)題。本文運(yùn)用了文獻(xiàn)分析方法、實(shí)地調(diào)查法、訪(fǎng)談法、SWOT分析法,首先分析了國(guó)內(nèi)外網(wǎng)絡(luò)訴求研究的現(xiàn)狀,然后分析了朝陽(yáng)市網(wǎng)絡(luò)訴求辦理和調(diào)處工作現(xiàn)有的情況,查找出目前網(wǎng)絡(luò)訴求辦理中出現(xiàn)的問(wèn)題并深究其背后調(diào)處工作中存在的問(wèn)題與漏洞。針對(duì)朝陽(yáng)市目前網(wǎng)絡(luò)訴求調(diào)處中存在的缺少部門(mén)間協(xié)調(diào)、績(jī)效考評(píng)機(jī)制不完善、缺少訴求反饋機(jī)制、對(duì)案件缺少篩選和審核等問(wèn)題,提出了符合朝陽(yáng)本地實(shí)際的網(wǎng)絡(luò)訴求調(diào)處新方案,新方案包括：搭建網(wǎng)絡(luò)訴求新平臺(tái);設(shè)立完善規(guī)范的辦理流程：完善績(jī)效考評(píng)機(jī)制；增加績(jī)效反饋環(huán)節(jié);對(duì)訴求的內(nèi)容和辦理的情況進(jìn)行定期的分析五個(gè)環(huán)節(jié)。運(yùn)用SWOT分析法分析了新方案的可行性,提出了朝陽(yáng)市網(wǎng)絡(luò)訴求調(diào)處機(jī)制SWOT分析的戰(zhàn)略建議,以期達(dá)到網(wǎng)絡(luò)訴求得以便捷表達(dá)、公民訴求得以及時(shí)回應(yīng)和有效解決的目的,從而保障政府與公民之間順利的溝通與互動(dòng),有效地實(shí)現(xiàn)建設(shè)服務(wù)型政府的目標(biāo)。最后提出了加強(qiáng)網(wǎng)絡(luò)訴求工作保障,建立部門(mén)聯(lián)動(dòng)機(jī)制,加強(qiáng)對(duì)網(wǎng)絡(luò)訴求調(diào)處人員的培訓(xùn),設(shè)立訴求辦理通報(bào)和獎(jiǎng)懲機(jī)制,加強(qiáng)社會(huì)監(jiān)督五點(diǎn)建議,以期能夠改善朝陽(yáng)網(wǎng)絡(luò)訴求調(diào)處的現(xiàn)狀,為朝陽(yáng)市網(wǎng)絡(luò)訴求工作的決策提供參考意見(jiàn)。
[Abstract]:At present, our country is in the critical period of reform and development, economic and social profound changes, new contradictions, new problems emerge one after another, network appeal gradually become one of the important means for the masses to solve contradictions. However, there are still many imperfections in the process of handling network appeal cases, especially in the construction of network appeal mediation mechanism, there is still a lack of effective mediation system norms. How to construct an effective mediation system, ensure that the network demands are dealt with quickly and efficiently, and ensure the public demand to get effective feedback, is an important problem that needs to be solved in the new period of network appeal work. Using the methods of literature analysis, field investigation, interview and SWOT analysis, this paper first analyzes the current situation of network appeal research at home and abroad, and then analyzes the existing situation of network appeal management and mediation work in Chaoyang City. This paper finds out the problems existing in the management of network appeal and probes deeply into the problems and loopholes existing in the mediation work behind them. In view of the lack of inter-departmental coordination, the imperfect performance appraisal mechanism, the lack of demand feedback mechanism, the lack of screening and auditing of cases in Chaoyang City, Put forward a new scheme of network appeal mediation in line with the local reality of Chaoyang. The new scheme includes: building a new platform for network appeal; Set up the perfect standard management process: perfect the performance appraisal mechanism; Increase performance feedback; analyze the content and handling of the appeal regularly. This paper analyzes the feasibility of the new scheme by using SWOT analysis method, and puts forward the strategic suggestions of the SWOT analysis of the network appeal mediation mechanism in Chaoyang City, in order to achieve the purpose of convenient expression of the network appeal and timely response and effective solution of the citizen's demand. In order to ensure the smooth communication and interaction between the government and citizens, effectively achieve the goal of building a service-oriented government. Finally, the paper puts forward five suggestions: strengthening the network appeal work guarantee, establishing the department linkage mechanism, strengthening the training of the network appeal mediation staff, setting up the appeal handling notification and reward and punishment mechanism, and strengthening the social supervision. In order to improve the status quo of Chaoyang network appeal mediation, and provide reference for the decision of Chaoyang network appeal.
