【摘要】：技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員,能夠?yàn)橐伤票磺趾κй櫲藛T提供更有效的公力救濟(jì),能夠更好的提升公安機(jī)關(guān)向人民群眾提供平安這一最基本公共產(chǎn)品的服務(wù)能力�，F(xiàn)實(shí)卻是技術(shù)偵查政策與救濟(jì)疑似被侵害失蹤人員的政策處于分離狀態(tài)。本文根據(jù)美國(guó)學(xué)者約翰·W·金登關(guān)于多源流分析模型理論對(duì)已有的技術(shù)偵查政策和救濟(jì)疑似被侵害失蹤人員政策的議程建立進(jìn)行分析,并在此基礎(chǔ)上對(duì)技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員這一潛在的政策議程進(jìn)行探討。對(duì)改善救濟(jì)以疑似被侵害失蹤人員的政策環(huán)境具有一定意義。 本論文共分為五個(gè)部分。第一部分為緒論,介紹論文的問題起源、選題依據(jù)、研究目的、研究的理論意義與現(xiàn)實(shí)意義、資料收集、研究方法等。第二部分,相關(guān)概念與理論。主要介紹了技術(shù)偵查的定義、特點(diǎn),疑似被侵害失蹤人員與政策議程的定義。著重介紹了約翰·W·金登的多源流分析模型理論。第三部分,對(duì)技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員可作為潛在的政策議程進(jìn)行分析。,首先是介紹了已有技術(shù)偵查政策和救濟(jì)疑似被侵害失蹤人員政策的演變背景和過程,其次就運(yùn)用多源流分析模型理論從四個(gè)方面對(duì)該兩方面的政策的議程建立作相關(guān)性分析,最后在前述分析之上,運(yùn)用多源流理論對(duì)技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員作為潛在的政策議程進(jìn)行可行性分析。第四部分,根據(jù)多源流理論從五個(gè)方面分析技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員上升為正式政策議程存在的不利因素。第五部分,解釋技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員這一潛在議程所處的狀態(tài),總結(jié)了多源流理論在該政策領(lǐng)域的適用性和所體現(xiàn)出來的特點(diǎn)。 本論文采用文獻(xiàn)研究法、案例研究法、規(guī)范分析和實(shí)證分析相結(jié)合的方法,對(duì)技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員的問題進(jìn)行政策議程的研究。根據(jù)多源流分析模型理論分析梳理了技術(shù)偵查適用于救濟(jì)疑似被侵害失蹤人員的政策議程建立的可行性與存在的問題。
[Abstract]:Technical investigation is applicable to the relief of the suspected victims of the missing, can provide more effective public relief for the suspected victims of disappearance, can better enhance the public security organs to provide peace to the people, the most basic public goods service capacity.The reality is that the policy of technical investigation is separated from the policy of rescuing the suspected victims of disappearance.Based on John W. Kinden's theory of multi-source analysis model, this paper analyzes the existing policy of technical investigation and the policy of relieving suspected victims of disappearance.On this basis, the potential policy agenda of technical investigation for the relief of suspected victims of disappearance is discussed.It has certain significance to improve the policy environment for the relief of suspected victims of disappearance.This thesis is divided into five parts.The first part is the introduction, which introduces the origin of the problem, the basis of the topic, the purpose of the research, the theoretical and practical significance of the study, data collection, research methods and so on.The second part, related concepts and theories.This paper mainly introduces the definition and characteristics of technical investigation, the definition of suspected victims of disappearance and policy agenda.This paper mainly introduces John W. Kingden's theory of multi-source flow analysis.In the third part, the author analyzes the potential policy agenda of the application of technical investigation to the relief of suspected victims of disappearance. The first part is to introduce the background and process of the existing policy of technical investigation and the policy of relief of suspected victims of disappearance.Secondly, using the multi-source analysis model theory to establish the correlation analysis of the policy agenda of these two aspects from four aspects, and finally, on the basis of the above analysis,This paper analyzes the feasibility of technical investigation as a potential policy agenda for the relief of suspected victims of disappearance by using multi-source theory.The fourth part, according to the multi-source theory, analyzes the disadvantages of technical investigation in the relief of suspected victims of disappearance from five aspects to the formal policy agenda.The fifth part explains the status of the potential agenda of technical investigation for the relief of suspected victims of disappearance and summarizes the applicability and characteristics of the multi-source theory in the policy field.This paper adopts the methods of literature research, case study, normative analysis and empirical analysis to study the policy agenda of technical investigation for the relief of suspected victims of disappearance.According to the theory of multi-source analysis model, this paper analyzes the feasibility and existing problems of the establishment of policy agenda of technical investigation for the relief of suspected victims of disappearance.
