【摘要】：羈押場所非正常死亡事件的接連發(fā)生,嚴(yán)重?fù)p害了公安機(jī)關(guān)的執(zhí)法公信力,成為國際國內(nèi)關(guān)注焦點。對此治理成為考驗中國政府執(zhí)政能力的課題。地市以下監(jiān)所是問題重災(zāi)區(qū)。由地級市首創(chuàng)的并得到公安部推廣的監(jiān)管遠(yuǎn)程視頻智能管理平臺是基層監(jiān)管部門在大膽探索中首創(chuàng)的嶄新治理手段,本文對其內(nèi)在機(jī)理做了全面考證和闡述。
[Abstract]:The successive incidents of abnormal deaths in places of detention have seriously damaged the public security organs' credibility in enforcing the law. Become the focus of international and domestic attention. This governance has become a test of the Chinese government's ability to govern. Local and municipal prisons are the most serious problem disaster area. Established by prefectural cities and promoted by the ministry of public security, remote video intelligent management. The platform is a brand new governance tool pioneered by the grass-roots regulatory authorities in their bold exploration. This article makes a comprehensive textual research and elaboration on its internal mechanism.
