【摘要】：信息獲取能力關(guān)乎人們的生存狀況和生活質(zhì)量。能夠滿足盲人、視障者和其他印刷品閱讀障礙者需要的"無(wú)障礙版式"閱讀物卻受到著作權(quán)法的限制。我國(guó)現(xiàn)行的著作權(quán)法對(duì)印刷品閱讀障礙者的閱讀權(quán)利還不夠關(guān)注,相關(guān)的著作權(quán)例外規(guī)定也無(wú)法與國(guó)際接軌。因此,現(xiàn)階段我國(guó)可以先完善對(duì)主、客體和限制條件、適用范圍等內(nèi)容的規(guī)定,在對(duì)這一例外制度進(jìn)行更為全面和具有可執(zhí)行性的改進(jìn)之后,再專門制定與其配套的法律規(guī)定。
[Abstract]:The ability to obtain information relates to people's living conditions and quality of life. The "barrier-free" reading material that can satisfy the needs of the blind, visually impaired and other printed readers is limited by copyright law. The current copyright law of our country does not pay enough attention to the reading rights of the people with printed reading disabilities, and the relevant copyright exceptions are also unable to meet the international standards. Therefore, at the present stage, our country can perfect the provisions of subject, object, restriction condition, scope of application and so on. After making more comprehensive and enforceable improvement to this exceptional system, we can make the corresponding legal provisions specially.
