【摘要】：正近期,中共中央、國務(wù)院發(fā)布《關(guān)于完善產(chǎn)權(quán)保護(hù)制度依法保護(hù)產(chǎn)權(quán)的意見》(以下簡稱"意見"),這是決策層首次就產(chǎn)權(quán)保護(hù)問題作出全方位的頂層設(shè)計,激起了舉國反響。應(yīng)當(dāng)看到,產(chǎn)權(quán)保護(hù)的現(xiàn)狀并不令人樂觀,從國有資產(chǎn)流失暗潮涌動,到違規(guī)查封、扣押、凍結(jié)乃至侵吞民營企業(yè)資產(chǎn)屢有發(fā)生,再到非法征地拆遷所引發(fā)的諸多悲劇,無不揭示了產(chǎn)權(quán)保護(hù)不力、合法權(quán)利受傷的
[Abstract]:Recently, the CPC Central Committee and the State Council issued "opinions on perfecting the system of property right Protection according to Law" (hereinafter referred to as "opinions"). This is the first time that policy makers have made a comprehensive top-level design on the issue of property rights protection. It stirred up a national response. It should be noted that the current situation of property rights protection is not optimistic, ranging from the dark tide of the loss of state-owned assets to the repeated occurrence of illegal seizure, freezing and even misappropriation of private enterprise assets, to the tragedies caused by illegal land expropriation and demolition. All of them reveal that property rights are not well protected and their legal rights are injured.
