【摘要】：隨著城市化步伐的加快,失地農(nóng)民的規(guī)模在逐年擴大,由此引發(fā)的維權(quán)事件也在大眾媒體上得到廣泛的曝光,作為弱勢群體的失地農(nóng)民,得到了整個社會以及學界的關注與同情。文中通過案例分析法以及文獻搜集法,對失地農(nóng)民維權(quán)行為失范治理的現(xiàn)狀以及治理過程中存在的問題進行剖析,找出失地農(nóng)民維權(quán)行為失范的治理存在問題的原因,并將協(xié)同治理理論運用到失地農(nóng)民維權(quán)行為失范的治理當中,進而提出對于失地農(nóng)民維權(quán)行為失范的治理較為可行的措施。文中主要目的與意義是為從根源上治理失地農(nóng)民維權(quán)失范行為提供一個更好地視角,協(xié)同思想的引入恰恰能夠提升當前該問題治理的效率以及治理過程的公平公正性,有助于克服政府單一治理引發(fā)出的問題。 文中主要通過這五個部分的研究來探討失地農(nóng)民維權(quán)行為失范的協(xié)同治理：第一個部分是緒論部分,通過對國內(nèi)外有關治理、協(xié)同治理理論以及失地農(nóng)民問題的研究成果進行梳理從而總結(jié)出文中研究的主要方向。第二部分主要對失地農(nóng)民維權(quán)的相關概念進行界定以及維權(quán)內(nèi)容進行分析,并對失地農(nóng)民維權(quán)行為選擇的動因進行闡述。第三部分是對失地農(nóng)民維權(quán)行為失范的治理的現(xiàn)狀及其存在的問題進行分析,發(fā)現(xiàn)當前治理存在的最重要的問題就是政府的單一治理,導致大量問題滋生,包括治理行為不及時、治理手段運用不當、治理效果不顯著以及治理過程信息公開程度低等,并分析了產(chǎn)生此類問題的原因。第四部分是基于協(xié)同層面分析失地農(nóng)民維權(quán)行為失范的治理,包括運用協(xié)同治理理論解決該問題優(yōu)勢及障礙因素,進一步闡明了運用協(xié)同治理解決失地農(nóng)民維權(quán)行為失范問題的原因并明確了影響當前協(xié)同的多方面的因素。第五部分提出失地農(nóng)民維權(quán)行為失范的協(xié)同治理的可行性的措施與建議,這些建議有助于從根源上治理失地農(nóng)民維權(quán)行為失范以及提升治理效率。
[Abstract]:With the accelerated pace of urbanization, the scale of land-lost farmers is expanding year by year, and the rights protection incident caused by this has been widely exposed in the mass media, as a vulnerable group of landless farmers. Has been the whole society and the academic circles of concern and sympathy. Through case analysis and literature collection, this paper analyzes the present situation and the problems in the process of governance of land-lost peasants' rights protection behavior, and finds out the causes of the problems in the governance of land-lost peasants' rights protection behavior. And the cooperative governance theory is applied to the governance of land-lost farmers' rights protection behavior, and then the more feasible measures are put forward to control the loss of land farmers' rights protection behavior. The main purpose and significance of this paper is to provide a better angle of view from the root of controlling the land-losing peasants' rights misconduct. The introduction of cooperative thought can improve the efficiency of the current governance of the problem and the fairness and fairness of the governance process. It helps to overcome the problems caused by the government's single governance. This paper mainly through the study of the five parts to explore the cooperative governance of the loss of land farmers' rights protection behavior: the first part is the introduction, through the relevant governance at home and abroad, The theory of cooperative governance and the research results of the problem of land-lost farmers are combed to summarize the main research direction of this paper. The second part mainly defines the related concepts and the content of the rights protection of land-lost farmers, and expounds the motivation of the choice of the rights protection behavior of land-lost farmers. The third part is the analysis of the current situation and the existing problems of the governance of the land-lost farmers' rights protection behavior. It is found that the most important problem of the current governance is the single governance of the government, which leads to a large number of problems breeding. It includes not timely governance behavior, improper use of governance means, poor governance effect and low disclosure of governance process information, and analyzes the causes of such problems. The fourth part is based on the synergetic level to analyze the governance of land-lost farmers' rights misconduct, including the use of cooperative governance theory to solve this problem advantages and obstacles. Furthermore, the paper expounds the reasons for solving the problem of losing land farmers' rights protection behavior by using cooperative management, and clarifies the various factors that affect the coordination at present. The fifth part puts forward the feasible measures and suggestions of cooperative management of the loss of land farmers' rights protection behavior. These suggestions can help to control the loss of land farmers' rights protection behavior and improve the efficiency of governance.
