網(wǎng)絡(luò)安全是許多國(guó)家都面臨的一個(gè)有爭(zhēng)議的問(wèn)題,且這一問(wèn)題正日趨嚴(yán)重。我們發(fā)現(xiàn)網(wǎng)絡(luò)攻擊可以以任何方式,在任何環(huán)境下進(jìn)行。如同其他所有形式的攻擊一樣,我們看到了每個(gè)國(guó)家防御和反擊網(wǎng)絡(luò)攻擊的政策和措施。柬埔寨是一個(gè)現(xiàn)代技術(shù)仍不夠先進(jìn)的發(fā)展中國(guó)家。盡管如今柬埔寨的年輕人極大地享受著現(xiàn)代物質(zhì)發(fā)展帶來(lái)的便利,但是他們?nèi)匀徊粔蜿P(guān)注先進(jìn)技術(shù)的發(fā)展。相反,柬埔寨年輕人的網(wǎng)絡(luò)使用是十分普遍的,他們極大地遵循世界互聯(lián)網(wǎng)技術(shù)的自由傾向,越來(lái)越多的人關(guān)注和喜愛(ài)互聯(lián)網(wǎng)技術(shù),人們利用互聯(lián)網(wǎng)交換知識(shí)并充滿熱情地進(jìn)行進(jìn)一步研究。從2011年到2015年,柬埔寨已經(jīng)審理了許多與Facebook間諜活動(dòng)相關(guān)的案件,這也改變了很多Facebook賬號(hào)用戶的數(shù)據(jù)。另外,最近在Facebook發(fā)生了互相使用不當(dāng)言語(yǔ)和不可接受的騷擾言語(yǔ)的情形,更嚴(yán)重的是,民眾由于一些政黨的煽動(dòng)而誹謗政府的行為使得柬埔寨社會(huì)處于無(wú)法控制的混亂狀態(tài)。而且,在2015年有多個(gè)國(guó)家部門、公司和其他一些銀行的網(wǎng)絡(luò)系統(tǒng)遭到攻擊,造成了大量的數(shù)據(jù)損失。對(duì)于這些事件,柬埔寨政府有無(wú)法推卸的管控義務(wù),否則越來(lái)越多像的這種不可管控的情況將使國(guó)家陷入危機(jī)。由于現(xiàn)在并沒(méi)有...
