【摘要】：正立法實(shí)踐已經(jīng)提出問(wèn)題來(lái)了,比如湖南省的同志說(shuō),現(xiàn)在鄉(xiāng)鎮(zhèn)財(cái)政太亂,省人大制定一個(gè)鄉(xiāng)鎮(zhèn)財(cái)政監(jiān)督管理規(guī)定行不行?這是否行使了全國(guó)人大財(cái)政專(zhuān)屬立法權(quán)?2014年8月,全國(guó)人大常委會(huì)初次審議了《立法法修正案(草案)》,這是該法自2000年頒行以來(lái)的首次修正。下一步,在向社會(huì)公開(kāi)征求意見(jiàn)后,立法機(jī)關(guān)將繼續(xù)修改法律草案并提交二次審議。"憲法性法律"、"法中之法",是法學(xué)界對(duì)《立法法》的評(píng)價(jià)。黨的十八屆四中全會(huì)提出,"全面推進(jìn)依法治國(guó)"。依法治
[Abstract]:For example, the comrades in Hunan Province have said that the township finance is too chaotic now. Can the provincial people's Congress formulate a regulation on the supervision and administration of township finance?. Does this exercise the exclusive legislative power of the National people's Congress? On August 2014, the standing Committee of the National people's Congress first deliberated on the Legislative Law Amendment (draft), which was the first amendment to the Law since it was enacted in 2000. The legislature will continue to revise the draft law and submit it to the second deliberation. The Constitutional Law and the Law in the Law are the legal circles' evaluation of the Legislative Law. The fourth Plenary session of the 18 CPC Central Committee proposed that "comprehensively promote the rule of law by law."
