摘要：

本文按照《立法法》新增要求，對(duì)現(xiàn)行《動(dòng)物防疫法》及其配套規(guī)章進(jìn)行了系統(tǒng)梳理，，總結(jié)了其中授權(quán)國(guó)務(wù)院獸醫(yī)主管部門規(guī)定的法律條文接口及完成情況，查找當(dāng)前立法中存在的漏洞，提出了研究制定尚存空白的規(guī)定、完善現(xiàn)有的規(guī)定和研究修訂《動(dòng)物防疫法》等建議，以期為完善獸醫(yī)法律體系提供參考。

Abstract： 

In order to accordance with the new requirements of theLegislative law,the currentAnimal Epidemic Prevention Law and the supporting regulations were systematically combed. The legal provisions which were authorized by the veterinary administrative department of the State Council, and the loophole of current legislation were summarized. Suggestions on perfecting veterinary legal system were put forward, including formulating provision which remains blank,improving the existing legislation,researching on revision ofAnimal Epidemic Prevention Law, It was hoped to provide reference for improving veterinary law system.
