【摘要】：學(xué)界關(guān)于自貿(mào)區(qū)的研究集中于政策維度和比較方法。政策維度的研究目的是檢視自貿(mào)區(qū)政策的實(shí)現(xiàn)度,從而肯定自貿(mào)區(qū)的設(shè)計(jì)功能和應(yīng)然理性。比較視野的研究方法意在分析自貿(mào)區(qū)的現(xiàn)實(shí)功能和全球化視野中的規(guī)則制定邏輯,從而確立自貿(mào)區(qū)的正面作用和改革意義。本文采取更為宏大的敘事語境,將自貿(mào)區(qū)和其他兩個(gè)同時(shí)期設(shè)立的試驗(yàn)區(qū)放在金融改革的框架中,以便審視自貿(mào)區(qū)和其他金融試驗(yàn)區(qū)在推進(jìn)金融自由化方面的內(nèi)在邏輯。以此為起點(diǎn),本文認(rèn)為地方性試驗(yàn)在金融自由化改革的框架中已經(jīng)難以起到有效的"涓滴"效應(yīng),"邊緣"變革的局部性改革范式也無法解決整體性的金融抑制市場及與之呼應(yīng)的金融監(jiān)管框架難題。實(shí)現(xiàn)包括自貿(mào)區(qū)在內(nèi)的三個(gè)金融試驗(yàn)區(qū)的金融改革目標(biāo)需要"核心"變革,真正觸及抑制型金融市場的抑制維度,從而實(shí)現(xiàn)金融自由化和自貿(mào)區(qū)終極改革的目標(biāo)。
[Abstract]:The academic research on free trade zone focuses on policy dimension and comparative method. The purpose of the study of policy dimension is to examine the realization of free trade zone policy, so as to affirm the design function and natural rationality of free trade zone. The research method of comparative vision aims to analyze the realistic function of free trade zone and the logic of rule making in the field of globalization, so as to establish the positive function and reform significance of free trade zone. In this paper, the free trade zone and the other two experimental areas set up in the same period are put in the framework of financial reform in a larger narrative context, in order to examine the inherent logic of the free trade zone and other financial experimental areas in promoting financial liberalization. From this point of view, this paper holds that local experiments have been difficult to play an effective "trickle-down" effect in the framework of financial liberalization and reform. The local reform paradigm of "marginal" change can not solve the problem of financial suppression of the market as a whole and the corresponding financial regulatory framework. To realize the goal of financial reform in the three financial experimental areas, including the free trade zone, it is necessary to change the "core" and really touch the suppression dimension of the restrained financial market, so as to realize the goal of financial liberalization and the ultimate reform of the free trade zone.
