【摘要】：傳統(tǒng)出租車行業(yè)難以滿足乘客的出行需求,新型出行服務(wù)應(yīng)運(yùn)而生并不斷壯大�；ヂ�(lián)網(wǎng)技術(shù)的應(yīng)用使網(wǎng)約車以共享經(jīng)濟(jì)的思路調(diào)動(dòng)閑散資源參與城市客運(yùn)。然而,交通部網(wǎng)約車新規(guī)及地方網(wǎng)約車法規(guī)既認(rèn)可網(wǎng)約車的合法地位,又試圖將其拉入傳統(tǒng)出租車的監(jiān)管框架,共享經(jīng)濟(jì)屬性的褪去導(dǎo)致了社會(huì)福利的下降。監(jiān)管者只有進(jìn)行監(jiān)管思路的變革,才能使網(wǎng)約車在共享經(jīng)濟(jì)的模式下健康發(fā)展。
[Abstract]:Traditional taxi industry is difficult to meet the travel needs of passengers, and new travel services emerge as the times require and continue to grow. The application of Internet technology makes the sharing economy to mobilize idle resources to participate in urban passenger transport. However, the new regulations of the Ministry of Communications and the local regulations not only recognize the legal status of ride-sharing, but also try to pull it into the regulatory framework of traditional taxis. Only when regulators reform their ideas, can they make the sharing economy develop healthily.
