【摘要】：上海自貿(mào)區(qū)的建設(shè)是我國(guó)深化改革與擴(kuò)大經(jīng)濟(jì)開放的最新探索,其中有關(guān)金融市場(chǎng)的開放內(nèi)容則是我國(guó)對(duì)金融市場(chǎng)自由化所進(jìn)行探索。金融市場(chǎng)的開放及與國(guó)際化接軌是我國(guó)金融發(fā)展的必然方向,為了能夠在將來的金融市場(chǎng)國(guó)際化進(jìn)程中有效防范與化解自由化所帶來的風(fēng)險(xiǎn),通過自貿(mào)區(qū)的金融監(jiān)管制度的建設(shè)為之后在全國(guó)的金融監(jiān)管體制革新積累經(jīng)驗(yàn)。在自貿(mào)區(qū)金融監(jiān)管體系的建立過程中,既要滿足區(qū)內(nèi)有別與區(qū)外的金融開放及金融創(chuàng)新要求,又不能脫離我國(guó)金融監(jiān)管的實(shí)際,要與國(guó)內(nèi)金融監(jiān)管體系及監(jiān)管水平和實(shí)際相協(xié)調(diào)。避免出現(xiàn)區(qū)內(nèi)金融市場(chǎng)監(jiān)管要求過度放松以致風(fēng)險(xiǎn)蔓延至區(qū)外影響國(guó)內(nèi)金融市場(chǎng)穩(wěn)定,也要防止國(guó)內(nèi)金融監(jiān)管的僵硬性及落后性抑制區(qū)內(nèi)金融市場(chǎng)活力,這樣自貿(mào)區(qū)金融創(chuàng)新的目的就難以實(shí)現(xiàn),也違背了設(shè)立上海自由貿(mào)易園區(qū)的初衷。
[Abstract]:The construction of Shanghai Free Trade Zone is the latest exploration to deepen the reform and expand the economic opening in China, and the opening content of the financial market is the exploration of the liberalization of the financial market in China. The opening and internationalization of financial market is the inevitable direction of financial development in China. In order to effectively prevent and resolve the risks brought by liberalization in the process of internationalization of financial market in the future, Through the construction of the financial supervision system in the Free Trade Zone, we can accumulate experience for the innovation of the financial supervision system in the whole country. In the process of establishing the financial supervision system of the Free Trade area, we should not only meet the requirements of financial opening and financial innovation different from and outside the region, but also not be divorced from the reality of financial supervision in our country. To coordinate with the domestic financial regulatory system and regulatory level and reality. To avoid excessive relaxation of regulatory requirements in the financial markets in the region so that risks spread to the outside of the region and affect the stability of the domestic financial markets, and to prevent the rigidity and backwardness of domestic financial supervision from suppressing the vitality of the financial markets in the region, In this way, the aim of financial innovation in FTAZ is difficult to realize, and it also runs counter to the original intention of setting up Shanghai Free Trade Park.
