【摘要】：1919年頒布的《都市計(jì)劃法》是日本近現(xiàn)代歷史上制定的第一部城市規(guī)劃法,該法案及其配套法案《市街地建筑物法》是在當(dāng)時(shí)日本城市高速發(fā)展迫切需要法律規(guī)范的背景下,基于明治維新以后日本在城市建設(shè)過(guò)程中積累的經(jīng)驗(yàn),并借鑒了西方近代城市建設(shè)的長(zhǎng)處之后形成的。該法案及其配套法案在計(jì)劃區(qū)域、土地整理、地域用途、建筑線、計(jì)劃程序、財(cái)政來(lái)源等方面,做了很多新的規(guī)定。與此同時(shí),還成立了由專家組成的專門的城市規(guī)劃?rùn)C(jī)構(gòu)。雖然《都市計(jì)劃法》也存在諸如中央集權(quán)的色彩濃厚、某些措施不切實(shí)際等缺陷,但是它標(biāo)志著日本建立了一整套完善的城市管理法規(guī)與管理制度,實(shí)現(xiàn)了城市管理體制的近代化。該法案的誕生對(duì)日本近現(xiàn)代城市建設(shè)與發(fā)展產(chǎn)生了深遠(yuǎn)的影響。
[Abstract]:The Urban Planning Law, promulgated in 1919, is the first urban planning law in the modern history of Japan. This bill and its supporting bill, the City Street buildings Act, were in urgent need of legal norms in the rapid development of Japanese cities at that time. Based on the experience accumulated in the process of urban construction in Japan after Meiji Restoration, and drawing lessons from the strengths of modern western urban construction, it was formed. The Act and its supporting acts have made many new regulations on planning areas, land consolidation, land use, construction lines, planning procedures, sources of finance, and so on. At the same time, a special urban planning body composed of experts was established. Although the Urban Planning Law also has shortcomings such as centralization of power and impractical measures, it marks the establishment of a complete set of urban management laws and regulations and management systems in Japan. The modernization of urban management system has been realized. The birth of the Act has had a profound impact on the construction and development of modern cities in Japan.
