【摘要】：正招投標(biāo)制度對于實現(xiàn)市場資源優(yōu)化配置,提高企業(yè)資金使用效益,規(guī)范市場主體交易行為,建立健全現(xiàn)代市場統(tǒng)一、開發(fā)、透明、公平的競爭機制,促進社會經(jīng)濟秩序自律規(guī)范有重要意義。近年來,隨著國家《招標(biāo)投標(biāo)法》、《中華人民共和國政府采購法》的頒布實施,電力行業(yè)工程項目及大型物資采購的招投標(biāo)制度逐步完善,然而,在現(xiàn)實的市場環(huán)境中仍有一些企業(yè)為了達(dá)到中標(biāo)的目的,采取違規(guī)的手段,這不僅嚴(yán)重影響了公平公正的市場競爭環(huán)境,也損害了企業(yè)的健康發(fā)展。因此,如何通過完善企業(yè)內(nèi)部招投標(biāo)制
