【摘要】：根據(jù)建筑工程屬于系統(tǒng)工程的特點,綜合國際、國內(nèi)質(zhì)量管理發(fā)展歷史及現(xiàn)狀,總結(jié)出無論是"全面質(zhì)量管理"階段還是"精細化質(zhì)量管理"階段均重視全員質(zhì)量責(zé)任的落實,說明建筑工程質(zhì)量實行全員質(zhì)量責(zé)任終身追究制非常必要。通過五方項目經(jīng)理在各自企業(yè)中的地位及企業(yè)質(zhì)量管理制度說明只實行項目經(jīng)理質(zhì)量責(zé)任終身追究制存在質(zhì)量責(zé)任追究的漏洞;通過對國家現(xiàn)行質(zhì)量管理法規(guī)有關(guān)條款的分析,說明全員質(zhì)量責(zé)任終身追究制符合國家法規(guī)的規(guī)定;通過分析建筑工程建設(shè)的各參建單位管理實際現(xiàn)狀,說明項目經(jīng)理的地位在其單位存在局限性,項目經(jīng)理并不能掌控項目的人、財、物等資源。
[Abstract]:According to the characteristics of the architectural engineering and the history and present situation of the comprehensive international and domestic quality management, it is concluded that both the "total quality management" stage or the "fine quality management" stage should be paid attention to the implementation of the overall quality responsibility, and that it is necessary to carry out the life-long accountability system for the quality of the construction project. The status of the five party project managers in their respective enterprises and the quality management system of the enterprises only carry out the loopholes in the quality responsibility investigation of the project manager's quality responsibility life-long investigation system. Through the analysis of the relevant provisions of the current national quality management regulations, it shows that the life-long investigation system of the whole staff is in accordance with the regulations of the state regulations; The actual situation of the management of the construction projects is analyzed. It shows that the status of the project manager is limited in its unit, and the project manager can not control the resources of the project, such as the person, the money and the material.
