【摘要】：民族地區(qū)的非物質(zhì)文化資源豐富,是民族傳統(tǒng)文化的象征,具有民族性、稀缺性、價(jià)值性等特點(diǎn)。目前,民族地區(qū)的非物質(zhì)文化資源尚未得到有效利用,非物質(zhì)文化產(chǎn)業(yè)發(fā)展較為緩慢,不利于民族地區(qū)非物質(zhì)文化的保護(hù)與傳承。推動(dòng)民族地區(qū)非物質(zhì)文化產(chǎn)業(yè)的發(fā)展,應(yīng)堅(jiān)持資源優(yōu)化配置原則、政府適當(dāng)干預(yù)原則、社會(huì)本位原則、可持續(xù)發(fā)展原則,并綜合運(yùn)用財(cái)政激勵(lì)制度、稅收激勵(lì)制度、金融激勵(lì)制度等,以保障民族地區(qū)市場主體的預(yù)期利益。
[Abstract]:The non material cultural resources in ethnic areas are rich and are the symbols of national traditional culture. They have the characteristics of nationality, scarcity and value. At present, the non material cultural resources in ethnic areas have not been effectively used, the development of non-material culture industry is slow, which is not conducive to the protection and inheritance of non-material culture in the ethnic areas. The development of non material cultural industry in the region should adhere to the principle of optimal allocation of resources, the principle of appropriate government intervention, the principle of social standard, the principle of sustainable development, and the comprehensive use of the fiscal incentive system, the tax incentive system and the financial incentive system, in order to guarantee the expected interests of the market owners in the minority areas.
