【摘要】：預(yù)算制度植根于財政議會主義,蘊(yùn)含著深厚的憲法價值與理念。對預(yù)算審批的權(quán)力屬性進(jìn)行法理層面的分析和界定,在我國現(xiàn)階段有著重要的現(xiàn)實意義和理論意義。細(xì)化預(yù)算審批職權(quán)、建立長效的預(yù)算透明機(jī)制、加強(qiáng)預(yù)算責(zé)任追究機(jī)制,是完善我國預(yù)算審批制度的重要內(nèi)容。
[Abstract]:The budget system is rooted in fiscal parliament and contains profound constitutional values and ideas. It is of great practical and theoretical significance to analyze and define the power attribute of budget examination and approval at the present stage of our country. It is an important content to perfect the budget examination and approval system of our country to refine the authority and authority of budget examination and approval, to establish a long-lasting transparent budget mechanism and to strengthen the budget responsibility investigation mechanism.
