【摘要】：正[編者按]1994年我國(guó)開(kāi)啟分稅制改革,旨在紓解中央財(cái)政困難,《中華人民共和國(guó)預(yù)算法》的頒布與之相契,共同構(gòu)建財(cái)稅體制。20年來(lái),預(yù)算法在規(guī)范政府預(yù)算管理、推進(jìn)依法理財(cái)方面發(fā)揮了重要作用。然而,隨著我國(guó)經(jīng)濟(jì)的發(fā)展,舊預(yù)算法已不能適應(yīng)建立公共財(cái)政體制的要求,政府財(cái)政自由度過(guò)大,地方政府財(cái)政保障能力不足,人大監(jiān)督職能難以發(fā)揮,預(yù)算制度亟待改革。在黨中央部署全面深化改革的背景下,《中華人民共和國(guó)預(yù)算法》的修訂工作大大提速,2014年8月31日,第十二屆全國(guó)人民代表大會(huì)常務(wù)
[Abstract]:In 1994, China began the reform of the tax distribution system in order to alleviate the financial difficulties of the central government. The promulgation of the Budget Law of the people's Republic of China coincided with it, and a fiscal and taxation system was constructed jointly. In the past 20 years, the Budget Law has been regulating government budget management.It has played an important role in promoting financial management in accordance with the law.However, with the development of our country's economy, the old budget law can not meet the requirements of establishing public finance system, the government's financial freedom is too large, the local government's financial support ability is insufficient, the supervision function of the people's Congress is difficult to play, and the budget system is in urgent need of reform.The revision of the Budget Law of the people's Republic of China has been speeded up in the context of the Party Central Committee's plan to comprehensively deepen reform.
