【摘要】：預(yù)算法是財政領(lǐng)域的基本法律制度,素有"經(jīng)濟憲法"之稱。原預(yù)算法自1995年施行以來,對于規(guī)范預(yù)算管理,推進(jìn)依法理財,加強國家宏觀調(diào)控,促進(jìn)經(jīng)濟社會發(fā)展發(fā)揮了重要作用。但隨著我們社會主義市場經(jīng)濟體制和公共財政體制的逐步建立,原預(yù)算法已不能完全適應(yīng)形勢發(fā)展的要求,2014年8月31日,十二屆全國人大常委會第十次會議通過《全國人民代表大會常務(wù)委員會關(guān)于修改(中華人民共和國預(yù)算法)的決定》,重新頒布修訂后的預(yù)算法,自2015年1月1日起施行。
[Abstract]:Budget Law is the basic legal system in the field of finance, known as the "Economic Constitution".Since its implementation in 1995, the original Budget Law has played an important role in standardizing budget management, promoting financial management according to law, strengthening national macro-control and promoting economic and social development.However, with the gradual establishment of our socialist market economy system and public finance system, the original Budget Law can no longer fully meet the requirements of the development of the situation. On August 31, 2014,The 10th meeting of the standing Committee of the Twelfth National people's Congress adopted the decision of the standing Committee of the National people's Congress on the revision of the Budget Law of the people's Republic of China and re-promulgated the revised Budget Law, effective 1 January 2015.
