【摘要】：統(tǒng)計工作在當前日益受到社會的關注,人們對于統(tǒng)計的需求不斷增加。但是,統(tǒng)計數(shù)據(jù)質量卻多次遭到人們的質疑。統(tǒng)計行政執(zhí)法是提高統(tǒng)計數(shù)據(jù)的保障,當前,我國統(tǒng)計行政執(zhí)法在法制建設、機構設置、隊伍建設、體制建設等方面,與統(tǒng)計發(fā)展的步伐還存在較大差距。因此,分析統(tǒng)計行政執(zhí)法現(xiàn)狀,提出具體解決的辦法,具有非常重要的現(xiàn)實意義。本文除緒論外,共分三個部分。第一部分是統(tǒng)計行政執(zhí)法基本理論,重點闡述了統(tǒng)計行政執(zhí)法的概念、特點和原則。第二部分是我國統(tǒng)計行政執(zhí)法現(xiàn)狀分析,包括我們統(tǒng)計行政執(zhí)法背景、國外統(tǒng)計行政執(zhí)法現(xiàn)狀考察、我國統(tǒng)計行政執(zhí)法現(xiàn)狀分析和我國統(tǒng)計行政執(zhí)法中存在的問題和困難。第四部分是我國統(tǒng)計行政執(zhí)法對策研究,包括優(yōu)化執(zhí)法環(huán)境,健全統(tǒng)計行政執(zhí)法制度,創(chuàng)新統(tǒng)計行政執(zhí)法監(jiān)督形式,改革統(tǒng)計管理體制,加強統(tǒng)計執(zhí)法能力。
[Abstract]:At present, people pay more and more attention to statistical work, and the demand for statistics is increasing. However, the quality of statistical data has been questioned many times. Statistical administrative law enforcement is the guarantee to improve statistical data. There is still a big gap between China's statistical administrative law enforcement and the statistical development in the aspects of legal system construction, institution setting, team building, system building and so on. Therefore, this paper analyzes the current situation of statistical administrative law enforcement, and puts forward some concrete solutions. This paper is divided into three parts except the introduction. The first part is the basic theory of statistical administrative law enforcement, which focuses on the concept of statistical administrative law enforcement. The second part is the analysis of the current situation of China's statistical administrative law enforcement, including the background of our statistical administrative law enforcement, the survey of the current situation of foreign statistical administrative law enforcement, The fourth part is the research on the countermeasures of statistical administrative law enforcement in China, including optimizing the law enforcement environment and perfecting the statistical administrative law enforcement system. We will innovate the form of supervision over statistical administrative law enforcement, reform the statistical management system, and strengthen the ability of statistical law enforcement.
