【摘要】：我國(guó)的政府補(bǔ)貼,主要依據(jù)規(guī)范性文件,規(guī)模龐大,種類繁雜。政府補(bǔ)貼的權(quán)力缺乏有效約束,嚴(yán)重影響了財(cái)政支出的公共性,不利于維護(hù)公平競(jìng)爭(zhēng)的市場(chǎng)環(huán)境。規(guī)制政府補(bǔ)貼,有必要從政府補(bǔ)貼的范圍限定和權(quán)限配置入手,以補(bǔ)貼基本范圍的法定,限制法定補(bǔ)貼的設(shè)立,橫向上強(qiáng)化權(quán)力機(jī)關(guān)的財(cái)政決策權(quán),縱向上在地方財(cái)政自主的改革框架下,明晰地方政府的補(bǔ)貼權(quán)限。并從抑制補(bǔ)貼規(guī)模的擴(kuò)張、控制法定補(bǔ)貼的設(shè)立、完善財(cái)政監(jiān)管以及健全審查機(jī)制等方面,整治我國(guó)補(bǔ)貼支出的無序現(xiàn)狀。
[Abstract]:The government subsidies in our country are mainly based on normative documents. They are large in scale and complicated in variety. The power of government subsidies lacks of effective restraint, which seriously affects the public nature of financial expenditure. It is necessary to limit the scope of government subsidies and the allocation of their powers to limit the establishment of legal subsidies in the light of the statutory nature of the basic scope of subsidies, as well as to regulate government subsidies, which are not conducive to the maintenance of a fair competitive market environment. Horizontally, we should strengthen the financial decision-making power of power organs, clarify the subsidy authority of local governments under the framework of the reform of local fiscal autonomy vertically, and control the establishment of statutory subsidies from restraining the expansion of subsidy scale, and controlling the establishment of statutory subsidies. Improve financial supervision and review mechanism to rectify the disorderly status of subsidy expenditure in China.
